For Minister of Sports, new law has the potential to structure sport in the country – News of Brazil

One day after the approval of the General Sports Law by the Senate, the Minister of Sports, Ana Moser, considered the new legislation an important milestone for structuring the practice of sports in the country. In the minister’s opinion, the text is able to organize the sports scenario in Brazil at a “much higher” level than what is currently seen.

“The General Sports Law is a very important mechanism for Brazilian sport, it guarantees the structuring of sport at a much higher level than what we have today and in the organization of issues, such as the National Fund, guidance for the organization of states and municipalities, the organization with civil society and sports administration entities. It is a new mechanism that will provide the basis for the development of the sport to another level”, said the minister.

The law regulates the sport and brings together in a single regulation more than 200 articles and devices related to the sports area, such as the Pelé Law (Law 9615, of 1998), the Fan Statute (Law 10671, of 2003), the Incentive Law to Sport (Law 11,438, of 2006) and the Athlete Scholarship Law (Law 10,891, of 2004). The text now goes to the sanction of President Luiz Inácio Lula da Silva.

The new law also brings about the creation of a National Sports System (Sinesp), with ten-year sports plans for states, the Federal District and municipalities; prizes equal to male and female athletes and para-athletes; payment of the Athlete Scholarship; and punishment of organized supporters with discriminatory, racist, xenophobic, homophobic or transphobic conduct.

Another measure is a new National Sports Council (CNE), which will establish guidelines for the use of the National Sports Fund (Fundesporte), as well as supervise it. The CNE will be composed of 36 members, 18 of which will be government representatives, at least one representative from the Senate, one from the Chamber, one from the Ministry of Defense, three from states and three from municipalities. The remaining 18 representatives will be from civil society.

“This set of legal orders is aimed at guaranteeing everyone’s right to practice sports. For this to be achieved, it is really a national articulation, between all the institutions that work with sport, with physical activity and with assistance to children, young people and adults”, highlighted Ana Moser.

With the unification of the rules in legislation, some norms will be revoked. According to Ana Moser, this and other points will undergo a thorough assessment by the ministry, which will be taken to the Presidency of the Republic.
