Feder plans to remove the Department of Education from the center of SP – 05/12/2023 – Education

Contrary to the project of Governor Tarcísio de Freitas (Republicans) to revitalize the center of São Paulo, the Secretary of Education, Renato Feder, plans to move the headquarters of the Ministry from the traditional building it has occupied for 45 years in Praça da República to the region of Avenida Faria Lima, in the west zone.

Feder’s plan, who is a technology entrepreneur, has been the target of criticism from members of the government for choosing an imposing property with high rent outside the central region.

There is also concern that the vacancy of the building in Praça da República could further aggravate the degradation of the central region.

A Sheet learned that Feder’s team has been researching through a real estate consultancy the location of the Eldorado Business Tower building, on Avenida Nações Unidas, in Pinheiros. Regarded as one of the most modern high-end commercial buildings in São Paulo, it has 32 floors and is surrounded by screen-printed white glass. It has granite floors and stainless steel details.

The building was inaugurated in 2007 and is inside the land of Shopping Eldorado, in the west zone. The likely new address is very different from Casa Caetano de Campos, in neoclassical style and designed by architect Ramos de Azevedo in the early 1890s.

The current headquarters of the folder is one of the most emblematic buildings of education in São Paulo. Inaugurated in August 1894, the building was built to house the first Normal School in São Paulo, which offered the equivalent of current basic education.

Casa Caetano de Campos is also considered one of the cradles of USP (University of São Paulo), since, in 1934, the building was renovated to house the first classes of the Faculty of Philosophy, Sciences and Letters of the institution.

According to the real estate consultant SiiLA, the average price per square meter of the Eldorado Business is R$ 166,066, even higher than the average in the region.

“Rated as an A+ [o mais alto grau de classificação], the property is located in the Pinheiros region and has a total private area of ​​59,278 m². The Pinheiros region has a total of 18 high standard corporate buildings (A+ and A), where the average asking price per m² is 140.92 reais”, says SiiLA, which maps corporate offices such as Eldorado Business .

A Sheetthe Secretary of Education confirmed that it is analyzing the possibility of temporarily moving Praça da República, since a report issued by the FDE (Foundation for the Development of Education), an autarchy linked to the portfolio, points out that the building needs “structural reforms”.

“The overturned construction presents problems in its structure, especially in the roof, electrical part, air conditioning and in the facade. According to the report, these problems can pose risks to the servants and the public that frequent the property”, said the folder.

The report requested access to the report, but the secretariat did not provide the document.

In 2019, in the first year of the João Doria (PSDB) administration, an engineering company was hired for BRL 7.2 million to renovate the building.

The probable stampede from Praça da República caused strangeness in the Tarcísio administration, who in the electoral campaign committed himself to moving the seat of the government of São Paulo from Morumbi, in the south zone, to Campos Elíseos, in the center.

This change project is led by the secretary of Strategic Projects, Guilherme Afif Domingos.

The change would serve exactly as a catalyst for revitalizing the central region, which currently suffers from an increase in violence and from cracolândia.

The Secretary of Education is one of the folders that should migrate to this new seat of government.

The proposal is still in its infancy. Fipe (Foundation Institute for Economic Research) will begin the urban feasibility study next week. The document should be ready within six months.

After that, the government would need to expropriate and demolish buildings to make way for more than 320,000 square meters of built area, with public department offices that will house 24,000 employees.

Tarcísio’s management estimates that expenditures with expropriations could reach R$ 500 million. The private initiative, then, will be responsible for building and managing the buildings, while the state would pay for the works over three decades.
