Elizeta Ramos dismisses school members from the Public Ministry – 10/30/2023 – Frederico Vasconcelos

Acting Attorney General of the Republic Elizeta Ramos signed a decree dismissing the regional attorney of the Republic Guilherme Schelb from his duties as senior advisor to the Administrative Council of the ESMPU (Higher School of the Public Ministry of the Union).

In the same act, regional prosecutor Sidney Madruga, deputy in the school’s Education Coordination, was dismissed. Both were appointed by former Attorney General of the Republic Augusto Aras, on January 31, 2020.

Schelb is an evangelical and had the sympathy of former president Jair Bolsonaro. The prosecutor is a defender of the Escola sem Partido project. His name was even mentioned as a possible Minister of Education, a statement by Bolsonaro interpreted as an attempt to please allies such as pastor Silas Malafaia.

Federal deputy Marco Feliciano (PL-SP) admitted to Sheet that Schelb was a friendly name for the evangelical bench. “It has the conservative profile that Bolsonaro wanted,” he said.

“He has an evangelical confession and is ideologically in tune with us and the president.”

In 2007, the CNMP (National Council of the Public Ministry) censured Schelb for trying to raise funds from companies and entities for a business project.

Sidney Madruga was a member of the CNJ (National Council of Justice) board. When he served as regional electoral prosecutor in Rio de Janeiro, he wanted to close an investigation against senator Flávio Bolsonaro (PSL-RJ) without carrying out any due diligence.

Report from Sheet revealed that the procedure aimed to investigate alleged electoral fraud committed by Flávio Bolsonaro when declaring his assets to the Electoral Court.

The archiving requested by Madruga was vetoed by the 2nd Criminal Review Chamber of the Federal Public Ministry, which ordered a more rigorous evaluation of the case.

At the time, the Regional Electoral Prosecutor’s Office of Rio de Janeiro stated that Madruga understood that there was no electoral crime “based on the jurisprudence consolidated for years in the TSE [Tribunal Superior Eleitoral]”.

Schelb and Madruga worked under ESMPU directors Paulo Gustavo Gonet Branco and Alcides Martins.

Gonet’s name was anticipated internally in December 2019; Martins was appointed director of the school in September 2021.

Gonet is cited as the favorite name of ministers Gilmar Mendes and Alexandre de Moraes for the PGR. Martins retired and was appointed by Elizeta to the commissioned position of MPU Police Secretary.

The current general director of ESMPU is regional attorney Denise Abade, who was a full member of the school’s Administrative Council for two terms (2015-2019).

His name was well received at the MPF. In a note published on the website of the National Association of Public Prosecutors (ANPR), she stated that “ESMPU exists for the construction, dissemination and application of knowledge and skills, which aim to realize fundamental rights and strengthen the Democratic Rule of Law.”
