Dorinaldo recommends approval of guidelines for public policies aimed at traditional peoples – News of Brazil

The Commission for the Amazon and Original and Traditional Peoples approved Bill 4741/19, which defines the guidelines for the formulation and implementation of public policies aimed at ensuring the sustainable development of traditional peoples.

The rapporteur, deputy Dorinaldo Malafaia (PDT-AP), recommended approval. “The text seeks to overcome the deficit in the implementation of rights constitutionally conquered by traditional peoples and communities”said Malafaia.

He presented an amendment to make the wording of the proposal clearer. The project is by deputy Valmir Assunção (PT-BA) and five other parliamentarians.

The proposal will still be analyzed, conclusively, by the Constitution, Justice and Citizenship Commission (CCJ).

Goals

According to the project, it is up to federal, state and district public authorities to formulate public policies designed to guarantee the sustainable development of traditional peoples and communities and to develop them into action plans, with defined strategies and goals.

Planning and monitoring the implementation of policies will be the responsibility of the National Council of Traditional Peoples and Communities, a body created by Decree 8,750/16 that has equal composition between society and government.

Among the policy objectives for traditional peoples are:

  • Resolve or minimize conflicts generated by the implementation of Full Protection Conservation Units in traditional territories;
  • Guarantee access to quality health services appropriate to their sociocultural characteristics, among others; It is
  • Guarantee traditional peoples and communities their territories and access to natural resources that they traditionally use for their physical, cultural and economic reproduction.
