The Commission on the Amazon and Original and Traditional Peoples of the Chamber of Deputies approved Bill 4014/23, by deputy Célia Xakriabá (Psol-MG), which makes the presence of an interpreter or translator of indigenous languages ​​mandatory in public bodies, concessionaires of public services and institutions essential to Justice.

The rapporteur, deputy Dorinaldo Malafaia (PDT-AP), recommended approval. “The proposal follows the Constitution, recognizing the country’s ethnic and cultural diversity and contributing to the fight against inequalities”said the parliamentarian.

The objective of the project is to facilitate care for the indigenous population. Indigenous languages ​​will be considered those used by indigenous peoples, regardless of the communities’ mother tongues, including indigenous sign languages.

As long as there is no professional regulation, interpreters or translators can be those who have the ability to understand indigenous languages ​​and Portuguese and the ability to mediate, dialogue and intercultural translation.

An interpreter or translator of an indigenous female language will be preferred in cases of assistance to women in situations of violence, domestic or otherwise, or any type of vulnerability, including health treatments.

“The use of only the Portuguese language by public bodies is a barrier to indigenous peoples’ access to justice and public health, education and cultural policies”, said the author of the proposal, deputy Célia Xakriabá.

The project is being processed conclusively and will still be analyzed by the Administration and Public Service committees; Finance and Taxation; and Constitution and Justice and Citizenship.
