Manaus (AM) – For the elected state deputy, George Lins (União Brasil), the decision of Minister Ricardo Lewandowski, of the Federal Supreme Court (STF), to suspend the preliminary Demographic Census of 2022, prevented 863 Brazilian cities from having reduced the transfers of the Participation Fund of Municipalities (FPM) in 2023.

In Amazonas, 22 municipalities would be affected, including Manaus, said the parliamentarian, highlighting the Lewandowski act that annulled the decision of the Federal Court of Auditors (TCU) to determine the mistaken Census as the basis for the distribution of the FPM in the 2023 financial year.

According to Dr. George, the new determination maintains the 2018 coefficients as parameters for calculating the transfers to be made, “avoiding a tragedy for Brazilian municipalities, in general, and for Amazonians, in particular”. To repair the flaws committed by the 2022 Census, Dr George recommends that the IBGE review criteria so that a new recount can be carried out in partnership with municipal governments. In a state with continental dimensions, such as Amazonas, the elected parliamentarian argues “it is important that the recount be carried out with the participation of city halls, so that census takers can reach the most distant communities”.

According to Dr. George, some mayors guarantee that many people did not receive visits from census takers in the municipalities. “This is proof of the lag of the 2022 Census. If the census takers did not visit several rural communities, then the Census was not correct, the accounting went down. That is why we believe it is essential to revise this Census”, maintains the deputy.

State deputy Belarmino Lins (PP), who this January ends 32 years of activities in the Legislative Assembly of Amazonas (Aleam), highlighted Minister Lewandowski’s decision.

“In fact, he acted at a more than opportune time, since, if the badly done Census prevailed, the municipalities would experience chaos in health, education and functionalism”,

said the progressive leader.

The downgrading of the population range of municipalities, according to Belão, “would be a catastrophe, an irreparable drain on municipal revenues”. However, “now the STF, by the hand of Lewandowski, has reversed the situation and the municipalities will receive their normal transfers, without major inconvenience”, he said.
