The mayor of Macapá, Dr. Furlan, sanctioned this Wednesday morning (7) the Leandro Abreu Apps Law, which amends provisions of Law 2322-PM/2018, regarding the individual transport of passengers registered on different network communication platforms in the capital of Amapá.
The Complementary Bill of Councilor Cláudio Góes, Caetano Bentes and André Lima, which regulates the service of individual transport of registered passengers or other communication platforms in the Macapá network, was approved in the second round at the 30th Ordinary Session of the Municipality of Macapá on May 30, 2023.
The sanction will benefit around 8,000 transport drivers in the city, with an opportunity for more people to work in the profession, with a reduction in the tax burden for categories of workers.
In a speech, the mayor of Macapá. doctor Furlan praised the work carried out by the class and recalled the commitment of taxi driver Leandro Abreu to the sanction of the Law that now bears his name.
“I congratulate the work carried out by CTMac and councilors of Macapá, this law is called Leandro Abreu and this moment goes down in history. Leandro called me informing me that the law would be sanctioned in the City Council. Sometimes we don’t pay attention to the notices, maybe he wanted to participate in this subscription, but unfortunately it wasn’t possible, God needed his friend. All this success is the result of the union of classes”says the mayor.
The CEO of CTMac, Paulo Barros explains that the taxes that were paid by the driver will be replaced by a single annual fee and the other charges will be paid by the operators.
Councilman Cláudio Góes (Democrats) established a period of six months in the law for adapting services and also for the inclusion of new vehicle drivers to be registered as Individual Micro Entrepreneurs (MEI).
For the president of the App Drivers’ Union, Charles González, this is a victory for the category, the day that ends a years-long struggle. “With the help of the mayor and councilors, we managed to pass the law. This is a historic landmark. Our friend Leandro was one of the fundamental people for the execution of the Law”says Charles.
The law also guarantees personal accident insurance for passengers; fiscal home address in the municipality of Macapá, of platform management companies, frequently inspected through the Companhia de Trânsito e Transportes de Macapá (CTMAC).
The law also contains prohibitions that must be followed, such as: stickers or lights on vehicles such as taxis and the use of other drivers’ passwords. If there is non-compliance, violators may pay fines.
