Brasilia DF) – The Minister of Justice and Public Security, Flávio Dino, delivered this Thursday to President Luiz Inácio Lula da Silva a package with legislative measures in response to the January 8 attacks, including the proposal to create a National Guard to act in security. of the Three Powers and a provisional measure on the performance of internet platforms.

Baptized by the minister as a “democracy package”, the proposals will also involve increasing penalties for crimes against the democratic rule of law and ways to speed up the loss of assets of people and companies that participate in anti-democratic acts. The measures should be sent to Congress in February, according to the minister.

“Today I was with the President of the Republic, I gave him a brief summary of the projects we are debating within the scope of the democracy package, there will be a later deepening so that, at the beginning of the legislative period, the president can talk to the other Powers and see the fate of these projects that were prepared here at the Ministry of Justice”,

Dino told journalists at the folder’s headquarters in Brasília.

“There are four ideas. A constitutional amendment relating to the National Guard, a provisional measure on the internet and two bills: one deals with crimes against the Democratic State of Law, increasing penalties and creating some new crimes, such as, for example, attempting against the life of the president of the Republic, the president of the Supreme Court, the president of the Chamber… and there is another bill regarding the speeding up of the loss of assets for those who participate in crimes against the Democratic State of Law.”

At the press conference, Dino stated that the creation of a National Guard does not aim to federalize public security in the Federal District and that, according to the proposed proposal, the force would act only in the areas of the Three Powers, with the DF government responsible for security in the rest. of the territory.

The day before, in an interview with TV Brasil, Dino had said that Lula had asked for a proposal to be drawn up for a permanent National Guard, as he understands that the current National Public Security Force, which is temporary, does not meet the needs. He told the public broadcaster that, in addition to security in the areas of the Three Powers, the guard could act in border areas, indigenous territories and conservation units.

Failures in prevention and repression by public security in the Federal District and by federal forces, such as the Army, against acts of vandalism against the Planalto Palace and the buildings of the National Congress and the Federal Supreme Court (STF) facilitated the attacks by radical supporters of former President Jair Bolsonaro on the Powers, on January 8, calling for a military coup against Lula.

Before the press conference, speaking at the opening of a meeting with the Secretaries of Public Security of the States, Dino addressed the issue of the performance of platforms on the internet and said that the government will seek ways to impose legal obligations on these companies.

“This must, of course, be done with great care to protect the sacred freedom of expression enshrined in the Constitution, but it cannot be an anything goes,”

said.

“No freedom is absolute, because if it were absolute it would lead to its own death. Nor is freedom of expression absolute, because there is no freedom of expression for those who commit crimes, there is no freedom of expression for those who want to destroy it.”

According to Dino, the proposals presented will be subject to analysis and discussion by other areas of the government before being sent to Congress by Lula.

“President Lula, when he deems it opportune, will forward it to the National Congress, probably in February,”

The minister also guaranteed that there will be a “complex operation” in the federal capital to ensure the security of the ceremonies for the beginning of the years of the Legislative and Judiciary, on February 1, when parliamentarians will be sworn in and the presidents of the Chamber of Deputies and the Senate will be elected. for the next two years.
