The first audience in the Chamber of Deputies with a minister from the Lula government (PT) was marked by an argument between opponents and allies of the Planalto Palace.

Flávio Dino (Justice) went to the CCJ (Commission for the Constitution of Justice) of the House, denied the omission of the federal forces in the coup attacks of January 8 and accused Bolsonarists of spreading fake news about his visit to Complexo da Maré (RJ).

One of the main reasons for the disagreement was Dino’s decision to accuse Bolsonarist deputies and senators to the STF (Federal Supreme Court) for disclosing falsehoods associating his trip to Maré with an alleged involvement with criminal groups.

One of the targets of the process, federal deputy Carlos Jordy (PL-RJ) stated that Dino could not present a crime report against parliamentarians.

“The Constitution says that deputies and senators are inviolable, criminally and civilly, for any of their words, opinions and votes.

In response, Dino stated that parliamentary immunity is not an “absolute right”, as recognized by the STF.

“Parliamentary immunity is not a shield for committing a crime or a straitjacket for being crazy. It is a constitutional institute, and I need to handle it with care so that it is preserved,” he added.

Opposition deputies said they considered the minister disrespectful when answering a question from Deputy André Fernandes (PL-CE), who falsely accused him of responding to more than 200 lawsuits in court, according to research that the parliamentarian said he had done on a legal website.

The minister resorted to mockery to respond to the parliamentarian’s accusations. “A member of the CCJ saying that he researched on Jusbrasil: I’m going to tell my students as an anecdote, as a joke. You have just entered my memoirs”, said the minister, who explained that the site’s search system identifies records candidacies and rendering of accounts to the Electoral Justice, among other results.

“Saying based on Jusbrasil that I respond to processes is part of the same mental continent as those who think the Earth is flat”, he added.

In responses, deputy André Fernandes, investigated in an investigation at the STF for inciting acts of vandalism on January 8, asked for “respect”. “The minister is not campaigning here, no.”

The minister also used irony when saying that he would have no problem returning to the Chamber to discuss matters related to the Ministry of Justice and Public Security.

“I’m not afraid of the clash: a moment like this, for me, is a breath of fresh air. If you want to see me happy, call me here every week, because I’m really delighted with the possibility of meeting you, ladies and gentlemen. learning for me — I, a student of the human soul and who have had the task of teaching law for 28 years,” he said.

During the hearing, Dino also stated that the federal government was not negligent in the attacks on the headquarters of the Powers on January 8. He said that he kept in touch with governors Cláudio Castro (Rio de Janeiro), Tarcísio Freitas (São Paulo) and Ibaneis Rocha (Federal District), on the eve of the acts, to ask for attention to Bolsonarist demonstrations.

“In the case of Brasilia, it is public and notorious, Ibaneis himself has already said: they said one thing to him and something else happened […] The Military Police of the Federal District, unfortunately, did not fulfill what was written in the operational planning of the Secretariat of Public Security of the Federal District”, he said.

Dino was the subject of requests for summons and invitations in various committees of the Chamber. Most were filed by Bolsonarist deputies in the Public Security and Inspection and Control commissions.

The government, however, developed its own strategy to call the minister to provide clarifications before the CCJ, whose president is federal deputy Rui Falcão (PT-SP).

Before this Tuesday’s session, parliamentarians from the government base met in the CCJ’s presidency room to define a strategy to shield Dino during the hearing.

The plan, according to reports from participants at the meeting, involved obstructing the session when the Bolsonarist troops raise their tone and register as many deputies allied with the Planalto to speak, using all the regimental time to reduce the opposition’s performance.

Dino was summoned to explain a series of facts involving the Ministry of Justice and Public Security at the beginning of the Lula government.

The parliamentarians asked about the ministry’s role in the attacks on the seats of the Powers on January 8, the decree that limited the population’s access to weapons and Dino’s visit to Complexo da Maré.

On the eve of the hearing, Dino also blocked the profile of federal deputy Nikolas Ferreira (PL-MG) on a social network. The case reignited criticism from Bolsonarists of the minister.
