Messages analyzed by the Federal Police indicate that the removed governor Ibaneis Rocha (MDB) and the command of the Military Police of the Federal District minimized the indications that supporters of Jair Bolsonaro (PL) would invade the buildings of the three Powers on January 8.

“We are already mobilized. We will not have problems”, said the governor the day before through a message application after being contacted by Rodrigo Pacheco (PSD-MG), president of the Senate.

The information is contained in a PF report that analyzed Ibaneis’ conversations.

“In some way, the Senate Police passed on information to its president regarding the concern about the invasion of the public buildings of the three Powers. Ibaneis informs that they are mobilized, that there will be no problems and that all the personnel will be in the street to support”, says an excerpt of the report.

Another indication that the risk was minimized collected by the PF also occurred on the 7th. The Minister of Justice, Flávio Dino, questioned Ibaneis after he told the Metrópoles website that demonstrations were allowed on the Esplanada as long as they were peaceful.

At 9:11 pm, Dino sent a letter to Ibaneis in which he points to intense movement and Bolsonarists and to the possibility of “hostile actions”. The minister questioned where the blocking points would be and what the DF security forces would do for the next day.

“According to reports, the aforementioned movement would have the intention of promoting hostile actions and damage against the buildings of the ministries, Congress, the Planalto Palace, the Federal Supreme Court, and, possibly, other bodies such as the Superior Electoral Court”, it said. the craft.

In response to Dino, Ibaneis forwarded a bulletin in which it was said: “a calm situation at the moment.”

The PF says in the report that the investigation “did not reveal acts by Governor Ibaneis in changing planning, reversing orders by authorities of the security forces, omitting information to higher authorities of the federal government or even preventing the repression of the advance of demonstrators during acts of vandalism and trespassing”.

In addition to the removed governor, members of Public Security also minimized the situation, according to messages retrieved by the police.

On the 6th, the date on which security planning would be discussed, PM Colonel Cintia Queiroz, at the head of the Undersecretary for Integrated Actions, sent a message to the then Executive Secretary for Public Security, Fernando Sousa Oliveira, who would be responsible for the portfolio due to of the vacation trip to the United States of the holder at the time of the facts, Anderson Torres.

The PF captured two conversations between Torres and Oliveira. In the first, on the 7th, the head of Public Security of the DF asked the interim to keep Ibaneis up to date on the protesters.

The next day, with the attacks already triggered by Bolsonaro supporters, Torres went back to writing to his replacement. This time, he shared messages received in a group formed by local authorities and wrote down: Don’t let it reach the Supreme “.

In a statement to the PF on Tuesday (7), Major Flávio Silvestre de Alencar, who on the day of the anti-democratic acts was responsible for the battalion responsible for the Esplanada region, said that the number of police officers was not enough to contain the demonstrators.

He stated that if it were a situation in which there was no breach of public order, the number of police officers under his command — around 310, according to him — would be sufficient.

“If there had been any information about the radical nature of the demonstrators, the police force would have been higher. Last Tuesday (7), the PF carried out a series of arrests in the fifth phase of the Lesa Pátria operation. Among them were Major Alencar and Colonel Jorge Eduardo Naime Barreto, then head of the Operational Department of the Military Police in the Federal District. He was off duty on the day of the acts.

The colonel, however, came under the radar of investigators after the former general commander of the Military Police of the DF Fabio Augusto Vieira stated in a statement that he had found him at the site of the coup attacks. According to Vieira’s version, the colonel said he went to the place to help.

In addition to the colonel, Major Flávio Silvestre de Alencar, Captain Josiel Pereira César and Lieutenant Rafael Pereira Martins were arrested.

In the case of the colonel, the arrest decreed was preventive, with no deadline for ending. The others were temporarily arrested.

A suspicion of an escape plan denounced by his ex-wife weighed against Naime. According to her, the colonel planned to travel. After being informed by one of the children, the ex-wife looked for Naime and would have been attacked by his current partner. The incident was recorded in an incident report.

Another point considered very serious by the investigators and which supports the arrest requests is the lack of operational planning by the PM for the 8th.

Also in this case, it was the sector previously commanded by Naime that was responsible for drawing up and implementing the plan, which would not have occurred on the day of the attacks.

The PF also cites the fact that the troops are without the necessary personnel to contain the coup plot by Bolsonaristas and without an efficient command to organize it against the coup plotters.
