França met this Wednesday afternoon with the Minister of Finance, Fernando Haddad, to discuss the issue. According to the Minister of Entrepreneurship, teams from both departments will continue negotiations and the program could be launched by March. “I think that even in this first quarter, Haddad is very optimistic about the numbers. We, perhaps, in this first quarter, are already able to do something about this”, said França when questioned by journalists. The minister also stated that the initiative could reach up to 7 million MEIs [microempreendedores individuais] who have some type of debt with the government. To qualify for the MEI category, the entrepreneur must have a turnover of up to R$81 thousand per year. Joining Simples Márcio França also defended the extension of the deadline for micro-enterprises (ME) and small businesses (EPP) to join Simples Nacional, a simplified taxation regime. A business can be classified as a micro-enterprise if the company’s annual gross revenue is equal to or less than R$360,000. A small company is one with annual gross revenue between R$360,000 and R$4.8 million. Companies already in operation can opt for Simples until January 31st. For the minister, the date can be extended until April or May with the aim of “giving breathing room” to small businesses. “The deadline is January 31st for those who want to declare that they will be MEI or Simples. We think that this deadline, for this purpose of Simples, could be pushed forward so that we can coincide with Mother’s Day, which gives this break for all Simples in Brazil”, stated the minister. According to França, this date change can be made through a resolution by the Simples Nacional Management Committee (CGSN). “I spoke to President Lula yesterday, I spoke to him [Haddad] today, I think he will give an answer this week if it is possible, if he thinks it is possible, (…) we would have the deadline until April or May for these people to have a breather, and in this breather we can also take advantage and creates this Unfolds”.
