Deputy proposes an end to the implantation of silicone in transsexuals by the SUS

The deputy leader of the government Tarcísio de Freitas (Republicans) in the Legislative Assembly of São Paulo (Alesp), Guto Zacarias (União Brasil), presented a bill that proposes the end of the implantation of silicone in transsexuals by the Unified Health System (SUS). Protocoled last week, the project needs to go through three parliamentary committees before being put on the agenda for voting by the House plenary.

One of the coordinators of the Movimento Brasil Livre (MBL), Guto Zacarias argues that it is necessary prioritize relevant surgeries in public hospitals in São Paulo. “In the capital alone, the demand for services linked to women’s health rose by more than 80% last year. It does not seem right to me to choose the priority between allocating public money to a biological man for aesthetic treatments to the detriment of a woman who can have access to a mammogram and discover cancer in time for its cure”, said the parliamentarian to the report from People’s Gazette.

Bill (PL) 51/2024 proposes changes to legislation number 17,431/2021, referring to the Laws for the Protection and Defense of Women in São Paulo. The main change proposed is the biological definition of the term “woman”, that is, a person with XX chromosomes. This would exclude transgender people and transvestites from the legal provisions related to the protection of women in current legislation.

According to the proponent, the objective of the project is to rationalize the allocation of public health network resources to priority treatments. “In Brazil there is a very big conflict between the effectiveness of a public policy and the desire to make scientific tabula rasa of society in the name of political correctness. The project seeks to ensure that the priority of women’s health care is for women, rationalizing resources and bringing more efficiency to the public health system in that and for those who should be a priority”, points out the parliamentarian.

Government deputy leader Tarcísio is in his first term at Alesp, but has accumulated controversial projects in the House. In addition to PL 51/2024, Zacarias has other projects related to transgender people, such as prohibition of unisex bathrooms and changing rooms in educational establishments, public and private; O biological sex as a criterion in sports competitions and the ban on hormone blockers for gender transition in minors.
