Deputy linked to the hotel industry says the front will overturn Haddad’s proposal

The president of the Hotel Industry Parliamentary Front in the Chamber of Deputies, Gilson Daniel (Podemos-ES), expressed concerns regarding the provisional measure that intends to reburden the payroll of 17 Brazilian productive sectors. He highlighted the negative impact of the measure, especially for the hotel and events sectors, considered among the most affected by the pandemic.

“The sector was one of the most affected in the pandemic, along with the events sector, and now with the end of the Emergency Program for the Resumption of the Events Sector (Perse) imposed as a measure by the Minister of Finance, we are regressing”, stated the deputy, emphasizing the feeling of regression in the area.

The benefit was suspended by Minister Fernando Haddad, of Finance, at the end of last year to compensate for losses in this year’s budget and try to achieve the goal of eliminating the deficit in public accounts.

Gilson Daniel highlighted the contradiction between the proposed repayment and the message to promote employment. “The feeling of the entire Legislative House is that the government, which has been preaching job creation, is now directly harming the sectors that generate the most jobs in Brazil,” he declared.

The deputy stated that he does not expect the provisional measure to be returned by Congress, but rather concentrated resistance to reject it in the first days of activity in 2024.

“I believe that Congress should not return it, but I believe that we will overturn this MP, in the same way that we overturned the veto. The damage generated is meaningless,” she said.

Gilson Daniel insisted on the direct impact of the measure on the tourism sector, emphasizing the relevance of this segment in generating jobs in the country. According to the parliamentarian, for every ten jobs created in Brazil, one comes from tourism.

“How can a sector of this importance be harmed by the government? The feeling is the same as when the government vetoed the payroll tax exemption. We overturned the veto and reduced the employer INSS to help municipalities. Now the government wants to undo what the Chamber and Senate have already achieved”, she concluded.

Haddad presented three proposals forwarded to Congress through a provisional measure, such as the gradual re-encumbrance (return of taxes) of the payroll on 17 sectors of the economy; changes to Perse, an incentive program for the events sector created during the pandemic, so that companies in the segment can return to paying taxes; and the imposition of a tax compensation limit for companies that won court decisions for undue tax payments in previous years.
