Deputies report landless practices and denounce terror in the countryside

The practices of landless movements that have been leading frequent land invasions in the country were reported by deputies who are members of the Parliamentary Commission of Inquiry (CPI) of the Landless Rural Workers Movement (MST) in an exclusive interview for the program Subject Capital, of the People’s Gazette.

The president of the CPI, Deputy Lieutenant-Colonel Zucco (Republicanos-RS) and Deputy Caroline De Toni (PL-SC) were the guests of the program’s premiere and reported cases of terror in the field and criticized practices, considered by them as criminal , promoted during the invasions or in demonstrations by the groups.

For congresswoman Caroline De Toni, land invasions constitute the so-called possessory dispossession. “Possessory dispossession, which is the invasion of property, is a crime. Regardless of whether the land is public or private. Regardless of whether or not there is a need for agrarian reform. No private movement can arrogate to itself the right to a prerogative of the State, to choose lands, to enlist people, in short, to manipulate this process”, said the deputy from Santa Catarina.

Possession dispossession is provided for in the Civil Code and the Code of Civil Procedure. Crime is characterized by the loss of possession or ownership of an asset, either through violence, clandestinity or precariousness. When proven, the crime can generate a prison sentence of one to six months and a fine.

The president of the CPI, Lieutenant-Colonel Zucco, reported that, with the progress of investigations into landless movements, such as the MST, it is possible to list crimes that the members would have committed.

“By cutting a fence and destroying a piece of machinery, we may have a crime of damage to property. When we find two, three, four or five invaders, it is an incitement to crime. If a pasture or a native reserve is damaged, there are environmental crimes. We may also have illegal possession of a weapon, false imprisonment, kidnapping, attempted murder, roadblocks”, said the president of the CPI.

Zucco also mentioned the case of a blockade made by members of the MST in Sergipe, which took place in 2015. death” reported Zucco.

The accident reported by Zucco occurred in March 2015, at Km 110 of the BR-101, near the city of Itaporanga D’Ajuda, 29 km from Aracaju. At the time, a report released by the Federal Highway Police (PRF) pointed to a demonstration by the MST as the main cause of the accident, which left three people dead, when a truck exploded when it hit cars stopped by the blockade, leaving them on fire.

“The roadblock, done illegally and unconstitutionally. So this type of situation is totally helpless by the legislation of that country”, said inspector Anderson Salles, PRF/SE communication advisor in an interview given to G1/SE. According to the PRF, the obstacle to free movement on the BR was decisive for the tragedy and the accident would not have occurred if it weren’t for the blockade made on the road by the MST.
