Cappelli also points out that there was only one Plan of Integrated Actions, prepared by the Secretariat of Public Security, without highlighting actions for police shock battalions, “which deviates from the operational pattern of previous demonstrations”.

The interventor also stated that, in addition to Colonel Jorge Naime, six other battalion commanders and two heads of PMDF areas were on “vacation” on the day of the attacks —all of whom were subordinate to the colonel.

The Lula government, members of the Federal Police and the Judiciary have credited the Military Police of the DF with responsibility for the invasion of the Praça dos Três Poderes, after timid action by the security forces to detain the coup leaders that day.
