Current commander of the PM gave the colonel time off on January 8 – 02/04/2023 – Politics

The current commander of the Military Police of the Federal District, Klepter Rosa Gonçalves, was responsible for authorizing days off for Colonel Jorge Eduardo Naime Barreto, then head of the corporation’s Operational Department, on January 8 — the date on which coup plotters invaded and plundered the headquarters of Congress, the Planalto Palace and the STF (Federal Supreme Court).

Colonel Jorge Naime was the head of the sector responsible for drawing up the security plan in the federal capital to prevent coup attacks. He was exonerated from the post after the anti-democratic acts.

Klepter Gonçalves took command of the PM after January 8, appointed by the public security intervenor in the Federal District, Ricardo Cappelli, to assume the position on an interim basis — he had been responsible for the performance of the police force during the inauguration of President Luiz Inácio Lula da Silva (PT).

On the 5th, Gonçalves, still as Deputy General Commander of the Military Police, signed a request authorizing the total removal of Jorge Naime from the service between the 3rd and 8th of January.

This action, however, is not included in a report on the acts of January 8 produced by Cappelli and released on January 27. The report mentions Jorge Naime’s period off, but does not indicate who signed the order authorizing recess days.

“In addition to all of this, there is the fact that the Head of the Operational Department – DOP, Col. Jorge Eduardo Naime Barreto, to whom all those are subordinate, requested ‘reward waiver’ between 01/03/2023 and 08/01/2023 /01/2023, which is why he was not on duty on the day of the facts”, says the report.

In the document, Cappelli states that the PM of the DF did not draw up an operational plan to contain the coup plotters.

“There was no prior preparation of Operational Planning or Service Order issued by the Operational Department of the PMDF in relation to the facts of 01/08/2023”, says the report.

Cappelli also points out that there was only one Plan of Integrated Actions, prepared by the Secretariat of Public Security, without highlighting actions for police shock battalions, “which deviates from the operational pattern of previous demonstrations”.

The interventor also stated that, in addition to Colonel Jorge Naime, six other battalion commanders and two heads of PMDF areas were on “vacation” on the day of the attacks —all of whom were subordinate to the colonel.

The Lula government, members of the Federal Police and the Judiciary have credited the Military Police of the DF with responsibility for the invasion of the Praça dos Três Poderes, after timid action by the security forces to detain the coup leaders that day. And there was already dissatisfaction on the part of the Federal Executive with the actions of Colonel Jorge Naime himself.

As on January 8, it was the sector commanded by Naime that should have acted in the violent demonstrations that took place on December 12, the date of President Lula’s diplomacy.

That day, after the attempted invasion of the Federal Police building, demonstrators supporting former President Jair Bolsonaro (PL) committed acts of vandalism that resulted in cars and buses being set on fire in the streets of Brasília. The PM only managed to contain the attacks when several vehicles were already vandalized.

Former PM commander Fábio Augusto Vieira, who was arrested by decision of the STF (Federal Supreme Court), stated in his testimony to the Federal Police that he found Colonel Jorge Naime during acts of vandalism on the 8th.

The former commander said he had seen Naime around 6:30 pm in the Praça dos Três Poderes. He would have asked the police officer about her presence, since he was off duty. Naime would have said then that he was there to help.

Vieira’s testimony placed the colonel at the center of the Federal Police investigations.
