CPI of Águas de Manaus should start next week

Manaus (AM) – The Special Parliamentary Commission of Inquiry (CPI) of Águas de Manaus should start next week in the Jorge plenary of the Manaus City Council (CMM). The Commission will investigate possible irregularities committed by the concessionaire.

The procedures for setting up the commission were shown during a press conference this Friday afternoon (02/24), at the CMM, on Avenida Padre Agostinho Caballero Martin, in the Santo Antônio neighborhood, west of Manaus.

In addition to the President of the House, councilor Caio André (PSC), seven other parliamentarians who signed the request participated in the press conference: Professor Jacqueline (União Brasil), Everton Assis (União Brasil), Elissandro Bessa (Solidariedade), Rodrigo Guedes (Republicans), Diego Afonso (União Brasil), Marcelo Serafim (PSB) and Rosivaldo Cordovil (PSDB).

President Caio André highlighted that work will begin as soon as the commission is officially installed in plenary session. According to him, the objective is to give answers to the population.

“Now the request has gone to the Legislative Board, it has been numbered, it is already in the SAPL (Support System for the Legislative Process) available to everyone, it enters the agenda and will naturally be deliberated in plenary. We are not the company’s enemies, the company is not the population’s enemy, but we want a quality service, which is what the population demands from us”, he emphasized.

CPI – Councilor Bessa, one of the authors of the CPI request, explained that the next step will be the formation of the commission from party blocks.

“Now it will be processed in the Chamber system and after this request is read in plenary, the councilors will gather in parties. The parties will form the blocks, the blocks will indicate the members and the members will indicate the president”, explained Bessa.

The CPI of Águas de Manaus intends to investigate alleged irregularities by the concessionaire, such as abusive readjustment in the sewage rate, precarious resurfacing in areas where services were carried out, supply interruptions, among other reported problems.

Councilman Rodrigo Guedes (Republicans) stated that one of the irregularities to be investigated at the CPI refers to the company’s collection, which, according to him, does not match the service offered.

“The net profit increase of 93% in the last two years on a gross collection of R$ 1.5 billion means that the company is profiting a lot at the expense of the suffering of the population and this needs to be renegotiated by the City Hall”, said Guedes.

Work – The CPI request was signed, in all, by 18 parliamentarians on February 15th:

Allan Campelo (PSC), Caio André (PSC), Glória Carratte (PL), Diego Afonso (União Brasil), Elissandro Bessa (Solidariedade), Capitão Carpê (Republicanos), Everton Assis (União Brasil), Ivo Neto (Patriota), Jaildo Oliveira (PCdoB), João Carlos (Republicans), Lissandro Breval (Avante), Marcelo Serafim (PSB), Márcio Tavares (Republicans), Professora Jacqueline (União Brasil), Rosivaldo Cordovil (PSDB), Thaysa Lippy (PP), William Alemão (Citizenship) and Rodrigo Guedes (Republicans).

According to the Internal Rules of the City Council, the work of the CPI will take place during 30 Ordinary Meetings (around two months), which may be extended for another 15 meetings (around one month). CPI meetings may take place outside the House, provided they are approved by the Plenary.

The CPI may determine the steps it deems necessary, hear statements from defendants, question witnesses, request information and documents and request a hearing from councilors and authorities. Defendants and witnesses will be subpoenaed in accordance with the provisions established in criminal law.

In the end, the CPI will result in a report of the conclusions on what was investigated that will end in a Draft Resolution. The project will determine the recommendations to the competent bodies so that the necessary measures are taken.
