The Court of Auditors of the Municipality of São Paulo sent an official letter to the management Ricardo Nunes (MDB) regarding changes in the public notice of the social housing program Pode Dentro. The letter was sent to João Farias, Secretary of Housing, by Eduardo Tuma, rapporteur on the topic and president of TCM. He established a deadline of 48 hours for sending clarifications. After that, depending on the proposals, Tuma may present suggestions or determinations or even suspend the public notice.
As determined by the TCM, the minimum reference price to be used should be that of each of the 96 districts of the municipality.
The last-minute change in the announcement established that the minimum price would be established from the median values of the districts that make up a subprefecture. Median is the value that separates the largest half from the smallest half in a sample.
In the Raposo Tavares district, to cite one example, the minimum reference price per square meter was R$4,386 before the change. After that, it became R$ 5,397, which is the median of the districts in the subprefecture of Butantã. With this, a housing unit of 40 square meters that would cost R$ 175,400 for the city hall will now cost R$ 210,000, which is the maximum value.
The difference of R$ 35 thousand, if multiplied by 1,000 units, would result in R$ 35 million more to be paid by the city hall to construction companies.
According to the Nunes administration, the change in the notice was a “necessary correction based on the prevailing market value in the region where the units are located”, and that the change, “classified by the Panel as sudden and beneficial for companies”, benefits, in truth, those who have been waiting “for decades to own their own home”.
The public notice from the city hall provided for the purchase of 40,000 units and received an offer of 104,000. In all, 56 companies sent 72 projects. The planned investment exceeds R$ 8 billion.
