Manaus (AM) – Manaus councilors spent a total of R$8.8 million on expenses authorized by the Quota for the Exercise of Parliamentary Activity (Ceap), known as ‘cotão’. Among all parliamentarians, the one who stood out in using the Quota the most was councilor Thaysa Lippy (PP) who spent approximately R$219,700, according to information available on the Transparency Portal of the Manaus City Council (CMM).

Among the councilor’s expenses, a significant expense on legal advice stands out, totaling R$112 thousand in the last seven months of 2023. Thaysa Lippy is the granddaughter of the late former councilor Luizinho Souza (1947-2014) and daughter of state deputy Felipe Souza . She has a monthly amount of R$33,085.85 from Cotão for expenses related to parliamentary work.

Fundão expenses follow the regulations of laws 437/2016 and 505/2021, with the amounts being passed on to parliamentarians only after contracting and effective proof of payment, through invoices or receipts.

Despite the permission for reimbursements related to twelve categories of expenses, the majority of councilors concentrate their expenses on just five: vehicle rental, fuel, publicity of parliamentary activities, technical advice and consultancy, and payment of cell phone bills. All parliamentarians are entitled to R$33,000 per month, with the possibility of accumulating the unused amount.

Totaling an annual expenditure result of R$397 thousand per councilor. If all parliamentarians fully use their quota, the total annual cost reaches R$16.3 million.

In addition to the Parliamentary Activity Quota, councilors also receive a gross salary of R$18,991.69. The companies ALB Bezerra, Albuquerque Bezerra Advocacia e Consultoria Jurídica, with R$4,500, and JLA Serviços Especializados Intermediação de Negócios, with R$7,000 per month, are the providers of legal advisory services that received monthly payments from the councilor , totaling R$112 thousand from January to July this year.
