Measure must be implemented throughout Brazil

A resolution by the National Council for Criminal and Penitentiary Policy, of the Ministry of Justice and Public Security, defines measures for the installation of kennels and cattery in the prison system, with the aim of training people deprived of liberty, through the offering of technical courses in animal care and training. The measure, published in the Official Gazette of the Union this Friday (23), brings together guidelines so that the proposal can be implemented throughout the country.

According to the decision, the guidelines are based on the models of the Taubaté Provisional Detention Center and the Tremembé 1 Penitentiary, where projects involving dogs and cats “have been consolidated as important tools for the resocialization of individuals deprived of liberty, for the humanization of the prison system. criminal execution and the development of affectivity, as well as social, moral and ethical aspects, in order to contribute to the construction of social peace”.

Standardization

From these initiatives, guidelines were created that seek to standardize the installation of kennels and catteries, such as the use of the Technical Cooperation Agreement (ACT) as an instrument for agreement between the Executive, Judiciary and municipal governments, for example, to enable local projects. In addition, agreements with veterinary colleges and technical schools are suggested to promote courses for people deprived of liberty.

In addition to training for animal care services, the resolution also suggests learning about training dogs to be assistance animals, guide dogs, hearing dogs or service dogs.

Rules were also established, such as the obligation to vaccinate, deworm and neuter animals before being placed in prison institutions; and the prohibition of participation in the project, by a person deprived of liberty for committing abuse, mistreatment, injury or mutilation of animals.

Among the objectives highlighted in the measure are the professional qualification of inmates, enabling them to return to the job market, both through hiring by companies in different sectors, and through self-employed entrepreneurship. With this, the program also seeks to increase the chances of employability at the time of social reintegration and reduce criminal recidivism.
