Each Brazilian company has to follow an average of 4,869 rules related to the payment of taxes, according to the study “Number of rules issued in Brazil: 34 years of the Federal Constitution of 1988”, by the Brazilian Institute of Planning and Taxation (IBPT).
This corresponds to 54,600 articles, 127,400 paragraphs, 407,300 items and 53,500 items, or 6.6 kilometers of rules, if printed on A4 paper and Arial 12 font.
“As a result of this number of rules, companies spend around BRL 207 billion per year to maintain personnel, systems and equipment in monitoring changes in legislation”, says the study, published in September 2022.
The IBPT calculates that, since the promulgation of the 1988 Constitution, around 466 thousand tax norms have already been edited, of which 38 thousand are federal, 154 thousand are state and 274 thousand are municipal. This means that, on average, 54 sets of tax rules have been published per business day over the past 34 years.
