CMM enacts project that equals salaries of House servants to the national minimum

President of the CMM reinforces that the measure will not affect the budget of the Legislative House
Manaus (AM) – The Manaus City Council (CMM) enacted, this Wednesday (12), Bill 390/2023 which equals the base salaries of Commissioned Parliamentary Assistants (APCs) to the national minimum wage, in the amount of R$ 1,320. The measure, according to the president of the CMM, councilor Caio André (Podemos), will not affect the budget of the House.
The project began to be discussed at the City Council on July 5th and received a favorable opinion from the Constitution, Justice and Writing (CCJR) and Finance, Economy and Budget (CFEO) committees. The matter was unanimously approved in plenary by the councilors.
According to the President of the House, councilor Caio André, although the project establishes the cabinet budget at R$ 98 thousand, there will be a decrease in food stamps for all employees, which will offset the budget of each cabinet.
“We know that the pandemic has hindered the monitoring of the APCs in relation to the minimum wage, but we are making this historical correction. This does not represent any increase in the total amount received by the councilors’ offices, on the contrary, these budgetary impacts were removed from the value of the food allowance, there is even a total decrease in the amount received by each office, that is, there was no increase”,

With the change foreseen in the bill, level 1 APC servants of the City Council, for example, who earned a base salary of R$ 500 will now have a salary of R$ 1,320, guaranteeing social security rights.
The reallocation of resources will be carried out within the CMM budget, specifically in the amount of food stamps. The update of APC salaries follows a joint determination of bodies such as the State Public Prosecutor’s Office (MPE-AM), Labor Public Ministry (MPT-AM), National Social Security Institute (INSS) and Municipal Attorney General’s Office (PGM) .
Restructuring
In addition to PL 390, bill 392/2023, authored by the Board of Directors, was also discussed and enacted in the plenary of the City Council, last Monday (07/10), which provides for food allowance for public servants.
The matter establishes in 10.5 Fiscal Units of the Municipality (UFMs) the amount of food allowance to be granted to CMM servers, both effective and commissioned. The project had the opinions of the commissions approved, followed for a single discussion and was enacted.
The changes in both PL 390 and PL 392 make it possible to match the salaries of APCs without compromising the budget of the Legislative House. In practice, the cost of each office, between food allowance and office budget, was around R$ 171,000 and will be reduced to R$ 168,000.
