Clécio completes six months of government and announces construction of the new Emergency Hospital – News of Brazil

As has always been the case since his first day in office, when he set up an office at the Hospital de Emergência de Macapá (HEM), Clecio Luis pointed to health as the main priority of his administration, giving numbers: 249 new beds in the HE itself, 12 ICUs in the HCA and 27 new ICUs in the Hospital do Oiapoque.

The governor, as well as his accomplishments in the health of the state in the first half of the current year, also pointed out that the works of Hospital de Santana are almost completed and that Hospital de Porto Grande needs only a few adjustments for the establishment to be delivered. There was also work at the Maternidade and at Hcal.

“We have a state-wide health intervention plan. Let’s move forward, let’s revolutionize”thrilled the governor, to then promise to meet accounts with the government of Pará on the services that Amapá provides to patients on the islands of that state, mainly involving Afuá and Chaves.

clecio recorded that last week Caixa Econômica Federal released the definitive project for the construction of the new Emergency Hospital, in the total amount of R$ 110 million. The hospital will consist of a five-story building with state-of-the-art architectural lines and capacity for 250 beds.

The new HEM will be built facing Avenida Padre Júlio Maria Lombaerd on land provided by the Brazilian Army, behind the current Emergency Hospital. Before, the area housed the residences of officers of this Brazilian Force, and was ceded in a negotiation made by the senator David Alcolumbre.

Governor Clécio guaranteed that the next HEM will be worth R$ 110 million from a R$ 120 million amendment by Senator Davi. “We were able to limit the project to one hundred and ten million. So this margin of ten million is left for us to use, if necessary”explained the Amapá manager.

Clécio Luís projected that after the publication of the bid, last week, it will take 60 days for the opening of the competition, and then another 90 or 120 days for the work to begin. “I believe that the new Emergency Hospital will have construction started in late December of this year or early 2024”predicted.

In the evaluation of six months of government, Clecio Luis spoke about Brazil’s relations with France, and Amapá with French Guiana. In the opinion of the official, this cross-border issue, which comes from 28 years of cooperation, has always had ups and downs, but downsides for the Brazilian side, but that now, after four years, there is a great advance due to the recent meeting that took place in Cayenne.

The governor recorded that in his speech at the meeting with the French he said loud and clear: “We want, in Amapá, the equality that is written on your flag”referring to the inequality that occurs, at least until now, in the relationship between the two sides, in which frank interests predominate.

clecio Luís, in the capital of French Guiana, claimed as a main point the return of the visa issue in Macapá, and soon the exclusion of this visa, so that the principle of reciprocity is applied. “We don’t require a visa for them to enter our state, so it’s natural that they don’t make this requirement for us either”exemplified.

“We want cooperation in public safety. In this sector, there is already an operational level. Brazilian police officers know all the French police officers at the border, which is very good, but we demand that the institutions know each other too”clarified the governor.

clecio advocated the creation of a frontier laboratory. This item he mentioned as one of the health cooperations that can happen in the relationship. In education, the idea is to improve what already exists. He pointed out that in French Guiana, Portuguese is very well spoken, and that in Amapá there is even an association of teachers of the lingua franca.

“But we want to do business, to generate jobs and income. We are still very stuck on this. However, in this resumption of contact there was a positive signal with the presence of high French authorities and Brazil itself”.

Bailique

Governor Clécio Luís registered his trip with the minister Waldez Goes and the senator David Alcolumbre, to João Câmara, a municipality in the north of Rio Grande do Sul that desalinates water using Chinese technology. He informed that technicians will come to Amapá to study the possibility of the procedure also being carried out in the Bailique archipelago.

The manager cited the search for a solution undertaken by the minister of integration and regional development, Waldez Góes, for the Bailique’s problems. He praised the federal authority’s initiative to include Bailique as an area of ​​national interest due to the importance of the mouth of the Amazon River.

Clécio also spoke of the project ‘More light for the Amazon’, which he plans to implement in the Bailique archipelago, which suffers from a lack of electricity. He noted that the line did not work at the site, because of the fallen land, which knocked over poles, so a solution would be solar energy with reinforcement of light generation using diesel oil.

Security

Clécio saw that public security has received many investments, carried out works, being equipped with equipment, weapons, ammunition and drones, but also fulfilling its obligation. “We have reduced the rates of robberies, but not yet of violent deaths, because they have been committed in the war between criminal factions”, he justified.

Culture

Clécio Luís informed that the government goes around the entire state to carry out a strategic planning of culture, and noted that Amapá was the first in the country to adhere to the Paulo Gustavo Law, qualifying for the resource of more than thirty million reais for execution in the second half of 2023 and next year.

Another incentive, recalled Clécio Luís, was to lead a movement in Roraima with the aim of bringing back to Amapá farmers who left years ago because they had no incentive to develop agribusiness, and informed about the 1st Field Day to take place, Saturday next with soybean harvest in the municipality of Porto Grande.

The ruler saw that at this moment, more than ever, the state needs the importance of senators Davi Alcolumbre, Randolfe Rodrigues and Lucas Barreto, as well as the bench of federal deputies. “Even so, it may still be insufficient, because we need a pulsating economy”acknowledged.

Clécio, however, thrilled with the maintenance of the Free Trade Area of ​​Macapá and Santana, Zona Franca Verde and Zona Franca de Manaus, items that also became part of the structure of the new Tax Reform. “This is important. It is a breakthrough, because Brazil is made up of Brazils. So we have to fight for the allocation of resources”he said.

Clécio Luís, on the subject of public service, began by noting that he himself is a state public servant, not because he currently occupies the governorship of Amapá, but because he is a civil police officer and a professor. “However, we have to be honest. He then recalled that he gave a linear readjustment of 5.6% to state employees. With regard to education workers, who have been on strike over salary issues, in addition to the linear readjustment, he proposes granting, within the government’s financial limit, 4.16%, now, and 3% at the end of the year, but the segment does not accept.

“We created an agenda, in fact, a committee to deal with each category of servers on a case-by-case basis. We held a competitive examination for Ueap, appointed civil police officers and are working to include six hundred candidates from the Military Police and three hundred from the fire department. The governor ended the interview referring to the ‘More Smiles’ action, which the government of Amapá recently carried out with the NGO ‘Doctors of the Amazon’, when thousands of dental and other consultations were provided to indigenous people in the municipality of Pedra Branca do Amapari. The action was coordinated by First Lady Priscila Flores.

Clécio Luís stated that the ‘More Smiles’ action, which took place more precisely in the Aramirã village, in Pedra Branca do Amapari, served as a pilot for other similar actions, both for indigenous people and riverside dwellers, quilombolas and other inland segments. “It was a beautiful action, which needs to continue”he concluded.
