The Chamber of Deputies approved on Wednesday night (31) Provisional Measure 1154/23, which provides for the structure of ministries in the Lula government. The score was 337 votes in favor and 125 against.

Then, the deputies accepted the highlight, presented by the PL, for the recreation of the National Health Foundation (Funasa). The measure had government support, as announced by the leader of the government in the Chamber, deputy José Guimarães (PT-CE). The other highlights were rejected.

The MP goes to the Senate for consideration and needs to be approved by midnight on Thursday (1st), or it will lose its validity.

Federal deputies approved the basic text prepared by deputy Isnaldo Bulhões Jr. (MDB-AL), rapporteur on the joint committee that analyzed the MP. The report brought changes in the functions of some ministries, altering the original proposal presented by the federal government.

In more than two hours, parliamentarians positioned themselves for and against the MP. Those in favor argued that the current government has the right to organize the public structure in any way it wishes. Opponents expressed that the restructuring represents the swelling of the Esplanada dos Ministérios, as it provides for the creation of 37 folders, 31 of which are ministries and six bodies with ministry status.

Throughout the day, the Lula government mobilized for faster approval of the MP in the Chamber. Earlier in the evening, the President of the Chamber of Deputies, Arthur Lira (PP-AL), criticized the government’s lack of articulation with the issue and even questioned whether the vote would take place.

How is MP from the Ministries

The opinion of Deputy Isnaldo Bulhões (MDB-AL) changed several powers of the portfolios, with the Ministries of Environment and Climate Change (MMA) and Indigenous Peoples (MPI) being the most affected.

Among the changes in the Ministry of the Environment, the National Water Agency (ANA) was removed from its portfolio, transferring the agency’s supervision to the Ministry of Integration and Regional Development.

The Rural Environmental Registry (CAR), an electronic registry that is mandatory for all rural properties and possessions, is transferred to the Ministry of Management and Innovation in Public Services.

The MMA also lost the National Information System on Basic Sanitation (Sinisa), the National Information System on Solid Waste Management (Sinir) and the National Water Resources Management System (Singreh). The Ministry of Cities will be responsible for the three systems.

The Ministry of Indigenous Peoples will no longer take care of the ratification of land belonging to original peoples, which will be returned to the Ministry of Justice and Public Security.

In addition, there was a redistribution of attributions from the National Supply Company (Conab) – which became linked to the Ministry of Agrarian Development (MDA) – to the Ministry of Agriculture, Livestock and Supply (Mapa), to which the company belonged before .

According to the approved text, MAPA will be responsible for guaranteeing minimum prices, with the exception of socio-biodiversity products, and actions on marketing, supply and storage of products, as well as handling information related to agricultural and livestock systems.
