Chamber approves urgency regime for project that restricts Perse

The Chamber of Deputies approved on Tuesday night (9) the urgency regime for the bill, PL 1026/24, which restricts the Emergency Program for the Resumption of the Events Sector (Perse) from 44 to 12 economic activities .

The proposal was presented at the end of March by the government leader in the Chamber, José Guimarães (PT-CE), after several negotiations between parliamentarians and the government’s economic team.

With urgency, the project could be voted on as early as next week. Representative Renata Abreu (Podemos-SP) was chosen as rapporteur of the proposal.

In addition to the reduction in economic activities, the project also establishes a gradual increase in taxes until the benefits reach zero in 2027 for all sectors.

Another restriction introduced by the new bill was the prohibition on granting tax benefits to companies taxed on real profit (with annual revenue exceeding R$78 million) or arbitrated profit.

The project also provides that, if the taxpayer has unduly enjoyed the benefit, he must adhere to self-regularization within 90 days, through confession and payment or installments of the full amount of taxes, plus interest, excluding the incidence of fines. default and ex officio in relation to debts relating to triggering events prior to March 2024.

The deputies also approved the urgency regime for PL 1027/24, which gradually increases the social security contribution rate on the payroll of municipalities with up to 50 thousand inhabitants and net current income per capita of up to R$3,895. *With information from Agência Câmara de Notícias
