The Chamber of Deputies approved, this Wednesday (9), Bill 5384/20, which reformulates the Quota Law in federal education. The proposal, authored by the deputy Maria do Rosário (PT-RS) and other deputies, will be sent to the Senate.
The bill was approved as a replacement for the rapporteur, deputy Dandara (PT-MG). According to the text, the assessment of the quota system should continue to occur every ten years.
The project that revises and makes the quota law definitive, expands special vacancies in universities and federal institutes for black, brown, indigenous, quilombola students and people with disabilities. The proposal also reduces from 1.5 to one minimum wage the maximum per capita family income of the student applying for quota admission for having completed high school in public schools.
A new mechanism for filling quotas will also be established. Instead of quota holders only applying for vacancies stipulated for their subgroup (blacks, browns, indigenous peoples, etc.), they will apply for general vacancies. If they do not reach the entrance grade, then their grade will be used to compete for the vacancies reserved for their subgroup within the global quota of 50%.
Another point of the project foresees that the Ministry of Education should publish, annually, a report with information on the quota program, such as data on access, permanence and completion of beneficiary and non-beneficiary students of the vacancy reservation program.
