Cappelli moves to take over Dino’s ministry, say allies and enemies – 10/20/2023 – Panel

Allies and enemies within the government of the executive secretary of the Ministry of Justice, Ricardo Cappelli, assess that he has been moving in recent weeks to take over the portfolio if Flávio Dino’s move to the STF (Supreme Federal Court) is confirmed.

The strategy would be combined with Dino himself, whose right-hand man he is, say these interlocutors. The minister would be giving more space for Cappelli to stand out in some of the ministry’s actions, such as the reinforcement of the National Force in Rio de Janeiro, this week.

The secretary held meetings with the city’s mayor, Eduardo Paes (PSD), and spoke with the former state security secretary José Mariano Beltrame, responsible for implementing the UPPs (Pacifying Police Units) project. The plan, which sought to retake territories dominated by criminal groups, had good results at the beginning, but began to decline from 2013 onwards.

Cappelli has also maintained an intense interview routine. This month alone there were at least 11, including open and closed TV channels, magazines and websites.

The secretary has also spoken out on topics outside of public security. Reposted a message from the president of Petrobras, Jean Paul Prates, about the license obtained by the state-owned company to explore the Equatorial Margin, and also a statement from the PT’s official profile on network X (formerly Twitter) about the end of the MST’s CPI in the Chamber .

Dino’s name gained traction for the STF in mid-September. Since then, pressure has begun, mainly from the PT, for the Ministry of Justice and Public Security to be divided into two — Cappelli has already spoken out against the proposal, as it conflicts with all efforts made to date to integrate intelligence actions.

The secretary’s interlocutors deny that he is trying to fill a possible vacancy opened by Dino’s appointment to the STF. They remember that the movement has not yet happened and criticize “friendly fire” and the attempt to fry something in advance that may not happen.
