The executive secretary of the Ministry of Justice, Ricardo Cappelli, who acted as an intervenor in public security in the Federal District after the January 8 attacks, states that the legacy that remains from the coup episodes is that one cannot underestimate the polarization that Brazil lives.

According to him, there were no changes to security protocols following the attacks by vandals on the headquarters of the three Powers. “The amended protocol was on January 8, 2023. Because in fact the protocol there was not complied with,” he states.

“The protocol, being applied, is efficient. The issue is that on January 8, 2023, the protocol was not applied, you did not have an operational plan for the Military Police, you did not have cavalry mobilized, shock mobilized properly.”

Cappelli states that the “legacy that remains is the legacy that it is necessary not to underestimate this moment of polarization that Brazil is experiencing and that it is necessary to apply maximum attention.”

The intervention in public security in the Federal District ended with a change in the leadership of the forces in the federal capital. Cappelli says they were days of a lot of tension and efforts to stabilize the relationship with the police.

“I usually say that I received a crowded plane with serious turbulence and crashing. And that my mission was to stabilize the plane and land it smoothly on solid ground with everyone alive. And that’s what we managed to do over the 23 days,” he says. “It ended the turbulence, stabilized the plane and landed it smoothly.”

The executive secretary describes the relationship with the current Secretary of Public Security of the Federal District, Sandro Avelar, as excellent.

“I have been talking to him constantly. He has assured me of maximum mobilization. Today I am sure that we have command over the GDF’s security, which we didn’t have a year ago.”
