The Luiz Inácio Lula da Silva (PT) government is one of the driving forces behind the return of an international forum that had been dormant for a decade, of which it is one of the protagonists.
On April 17 and 18, the countries of the Zopacas (South Atlantic Peace and Cooperation Zone) will meet in Cape Verde, in the first ministerial meeting since 2013. Brazil will be represented by the Minister of Foreign Affairs, Mauro Vieira.
The group emerged in 1986 with an emphasis on military cooperation and exchange. Brazil, Argentina, Uruguay and 21 African nations bathed by the Atlantic are part of it. Among the main topics are the fight against piracy and illegal fishing.
The reactivation of the organization is yet another piece in the diplomacy strategy of the Luiz Inácio Lula da Silva government to occupy international spaces after the Jair Bolsonaro period.
Other initiatives along the same lines include the recomposition of Unasur (Union of South American Nations) and Celac (Community of Latin American and Caribbean States), in addition to Lula’s attempt to mediate a peace agreement between Russia and Ukraine.
