Association of betting sites will send a proposal to Haddad – 03/21/2023 – Panel

Created at the end of last year, the National Association of Games and Lotteries (ANJL), which brings together sports betting sites that invaded the advertising market, intends to submit a proposal for regulation of the sector to the Ministry of Finance in the coming days.

It includes a model for collecting taxes and selling permits for companies to operate in this market, as well as rules for ubiquitous advertising in the media.

“We want regulation and we want to pay taxes,” says ANJL CEO Wesley Cardia. According to him, the proposal to be delivered to Minister Fernando Haddad’s team will take into account several international models.

The association emerged in October 2022 as a first attempt to organize the sector. Currently, there are 13 associates, and the entity says it is in the process of expanding.

The sites currently operate in legal limbo, awaiting the government’s issuing of a provisional measure to regulate the sector. For the time being, these companies are domiciled outside the country, and as a result, they are no longer paying taxes. Haddad estimated that taxation of websites could yield between R$ 2 billion and R$ 6 billion per year to public coffers.

“One concern we have is that taxation is balanced. Excessive taxation can lead to companies remaining in other countries or operating clandestinely, as is currently the case with the cigarette market,” he says.

The expectation is that the MP regulating the issue will be released in the coming weeks.

According to Cardia, there are currently 3,000 betting sites in Brazil, most operating underground. “They work in the backyard, with no guarantee of suitability. This undermines the credibility of the entire sector. That’s why we want regulation”, he says.

One of the points defended is regarding the advertising of the sites, which often involve athletes and successful personalities. “Good publicity cannot cause illusion, the person knows that he is not going to become a millionaire overnight”, says the CEO.
