This was the first major clash between the allied base of the second Leite government and the opposition in Parliament. The unanimous approval of 52 deputies in the final text does not exactly reflect the distribution of forces in the Legislative of Rio Grande do Sul, which had, for the first time in the year, a more tangible sample of the collaboration between left and right in dispute with the Leite government.
Three amendments were rejected by 27 votes to 24. One, from the PT, extended the readjustment to 14.95% – a request that led the Center for Teachers of the State of RS (Cpers) to occupy Praça da Matriz in search of greater salary appreciation for all professionals in the category.
The others were signed by PL and Republican parliamentarians. They also proposed including inactive servers without parity and/or freezing the irreducible portion, which would ensure that the government would not only use this portion to replace it, generating real gain for the servers that will have a real gain lower than the percentage presented.
Voted in favor of appreciating the PCdoB amendment, PL, PSOL and PT, in the opposition, the Republicans, who place themselves as independent, and the PSD, of deputy Gaúcho da Geral, who makes up the base.
The tip of the scale was the PDT. The position of the four party deputies was one of the most awaited and this expectation generated a meeting of the bench during the session. Despite Labor being a historical cause of Leonel Brizola’s acronym, the pedetistas accompanied the government of which they are part and guaranteed the approval of Leite’s original text without alterations.
“We defend a higher readjustment than what is being proposed, but we have to look for the right path. I was mayor. I know that the readjustment proposal coming from Parliament is unconstitutional”, said the leader of the PDT in the Assembly, Eduardo Loureiro.
“We understand that it is not fair (part of the teachers will not receive a real gain with the readjustment), but this is linked to a whole legislation that was established and approved, and that we disagree with, which ends up discounting that portion of irreducibility”, he justified himself. .
Cpers points out that 20% of inactive teachers with parity and 30% of teachers in the classroom would have a real gain of 9.45% in their salary.
“We fought, we fought, it didn’t work. But for those who receive so little, even that little bit helps. Therefore, our vote is in favor”, lamented the leader of the opposition group, Luiz Fernando Mainardi (PT).
The leader of the government in Parliament, Deputy Frederico Antunes (PP), celebrated the first victory of the current management and underestimated the tight difference of three votes in the priority requirements that disapproved the amendments and maintained the original text.
“Each project has an impact. It is not possible, for a project, to measure whether the next votes will be tight or not. A victory is a victory. We have a base of 30 deputy who give, even a complementary bill, a security”, analyzed.
“It means not only for the government, but for the State and for the teaching staff, compliance with the national floor law”, celebrated Antunes.
The deputy said that the government intends to include the salary replacement, which will be retroactive until January of this year, already in the payroll for the month of April.
