The nomination of USP professor Floriano de Azevedo Marques as Minister of the Superior Electoral Court drew attention in the legal field due to the fact that he entered directly into an effective vacancy on the court.
Normally, new members of the TSE in the quota of lawyers are first indicated to a vacancy of substitute minister, to later “progress” to definitive member.
The fact that Azevedo skipped the preliminary stage has been interpreted as yet another demonstration of strength by the president of the TSE, Alexandre de Moraes, a friend and godfather of the new minister alongside President Luiz Inácio Lula da Silva.
Also by indication of Moraes, the president nominated lawyer André Ramos Tavares for another vacancy. In this case, however, Tavares, who was substituted, was “promoted” to full minister.
