Amidst the impasse over MPs, a mixed commission will be installed this Tuesday

After the impasses on the creation of joint committees to analyze the Provisional Measures, the National Congress will install this Tuesday (4) the first committee composed of deputies and senators to analyze the provisional measure edited by President Luiz Inácio Lula da Silva. MP 1,154/2023 was published on January 1 and deals with the organization of ministries and bodies of the Presidency of the Republic.
The installation of the commission takes place amid the dispute between the president of the Senate, Rodrigo Pacheco (PSD-MG), and the president of the Chamber of Deputies, Arthur Lira (PP-AL) about the resumption of the work of the collegiate bodies that analyze the measures before of the plenary vote.
The commission’s resumption still faces resistance from Lira and the party leaders of the Chamber who presented some conditions for the functioning of the mixed commission. However, the suggestions were not accepted by the President of the Senate.
The immediate return of the joint committees turned into action at the Federal Supreme Court, after Senator Alessandro Vieira (PSDB-SE) questioned the “disobedience of the Chamber of Deputies with regard to the rite of processing the Provisional Measures”. Minister Kássio Nunes demanded information from Lira about the processing of MPs.
Last Monday, Lira asked for the presence of more deputies in the composition and demanded a deadline for analyzing the proposals, but none of the Senate leaders with the change in the proportionality of parliamentarians participating in the joint congressional committees. Today, the mixed committees of MPs are composed of 12 deputies and 12 senators. However, a Congressional resolution allows the inclusion of 1 more member of the minority benches of the Chamber and Senate that did not reach, in the proportional calculation, the contingent of congressmen to integrate the collegiate. In all, therefore, the commission will have 13 senators and 13 deputies.
In addition to the MP from the 37 ministries, the mayor mentioned two more that can be analyzed by the mixed commission, the Bolsa Família MP; and the MP from Minha Casa Minha Vida. All measures are pending analysis by Congress and may expire in one month.
