“The BNDES will conduct studies on oil and gas exploration on the Equatorial Margin”said the president of the bank, Aloizio Mercadante, this Friday, 2, to journalists, in Rio de Janeiro. “We want to enter into this debate because the BNDES has historically been a great center for formulating public policies and will be again”highlighted Mercadante.

According to a publication by epbr, a digital news agency specializing in discussions on energy in the country, especially in the areas of oil, natural gas and electricity, the issue of the Equatorial Margin will be discussed within the scope of the bank’s working group Petrobras regarding energy transition of the oil company.

According to Aloizio Mercadante, the idea is for the BNDES to have “bridge”, given that it is in dialogue with the oil company and the Ministry of the Environment, as manager of the Amazon Fund. “A lot of people argued that you didn’t have to produce the pre-salt layer, today that’s over(…). The BNDES will study carefully, always looking at the historical perspective as a reference”said the president.

Mercadante did not detail how the bank’s participation in the matter will occur. “The answer will come slowly, because the BNDES is solid, consistent and will manifest itself at an opportune moment”he added.

The president of BNDES defended that it is necessary to wait for studies by Ibama on the subject and that the debate “It has to be done sustainably”. He mentioned that Guyana saw a Gross Domestic Product (GDP) from BRL 4.3 billion in 2015 to BRL 7.7 billion in 2021 with the development of reserves in the region.

“Oil will continue to be a present matrix in the coming decades”highlighted.

In May, Ibama denied Petrobras’ request for a license to drill a well in the FZA-M-59, in the Foz do Amazonas basin, in deep waters in Amapá. It would be the first stage of a campaign with several exploration wells to, in the future, produce oil in this new frontier.

Ibama understood that it is necessary to carry out the Environmental Assessment of the Sedimentary Area (AAAS) at the mouth of the Amazon. It is a study that needs to be contracted by the federal government, not by Petrobras. The environmental agency also listed other gaps in the plan presented by Petrobras.

AAAS is a joint responsibility of the Environment (MMA) and Mines and Energy (MME). The MME, however, disagrees with the understanding of Ibama and the MMA. For the portfolio, the AAAS is an instrument restricted to the decision to bid or not on blocks in a given region. In Foz do Amazonas, the auction already took place, in 2013.

On May 25, Petrobras filed a request for reconsideration of Ibama’s decision. Four days later, work began to demobilize the drilling rig that would be used in the campaign in Amapá. The company, however, remains interested in obtaining the license and exploring the region.
