Alap commissions analyze bill on salary readjustment for civil servants – News of Brazil

The Ordinary Law Project 0005/2023, authored by the Executive, which deals with the linear salary readjustment of the base date of the civil servants in Amapa, was analyzed by the Constitution, Justice and Writing Committees (CCJ); of Public Administration (CAP) and of Budget and Finance (COF), of the Legislative Assembly of Amapá (Alap). The analysis was carried out in a joint meeting, held on the morning of last Wednesday, 26, and coordinated by deputy Hildegard Gurgel (União Brasil), president of CAP, receiving a favorable opinion. With the measure, the proposal is ready to be discussed and voted by the Plenary.
The text guarantees a readjustment of 5.6% for effective civil and military civil servants. The increase includes more than 22,000 active and inactive public servants, generating an increase of R$ 176 million per month in the Executive payroll. The value is based on the Extended Consumer Price Index (IPCA) for the month of February, which should be around 5.36% in March. According to secretary Paulo Lemos, from the State Administration Secretariat (Sead), the linear percentage granted is the maximum possible for the State to remain within the limits established by the Fiscal Responsibility Law (LRF). “The readjustment will be retroactive to the month of April, so the servers will already be able to count on these amounts in this month’s payment”, emphasized the secretary.
The president of COF, Deputy R. Nelson Vieira (PL), showed concern about the inactive members of the Military Police and Fire Department. For the deputy, there is a concern with the law that governs the military civil servant, because there are issues of parity and salary integrality, which are forms of calculating the remunerated reserve and the retirement. According to the law, they will receive exactly what they earned in the last position (integrality), having the same readjustments of the military that are on active duty (parity).
The concern came from the Amapá Military Police Association (Asmeap), which sought out the parliamentarian to clear up doubts. “Sead’s secretary guaranteed that the inactive ones will also be paid”, informed the project’s rapporteur in the House.
The following deputies participated in the meeting in person: Hildegard Gurgel, R.Nelson, Paulo Oliveira (Republican), Paulo Nogueira (PT), Diogo Senior (MDB), Rayfran Beirão (PROS), Jaime Perez (PTB) and Edna Auzier, the deputies Jack JK (Solidariedade), Vitor Amoras (Rede) and Aldilene Souza (PDT), participated via the online platform.
Education Commission
Shortly after, the Education and Culture Commission (CEC), in a meeting chaired by the incumbent, Deputy Dayse Marques (Solidariedade), approved the opinion of Deputy Aldilene Souza, on Bill 0021/23, authored by Deputy Kaká Barbosa (PL ), which establishes the State Policy to Combat Educational Inequality in the Post-Covid period in Amapá. CEC members also approved the schedule of technical visits. On the same agenda, an invitation was approved for the secretaries of state for Culture, sports and science and technology to attend the commission’s meeting on the previously approved dates.
