Government announced investment plan for the Ministry of Education
After a blockade of R$ 332 million, announced on the 4th, in the budget of the Ministry of Education (MEC) — which would affect basic education, children’s literacy, school transport and scholarships —, the federal government announced, yesterday, at the Student Day, R$ 45 billion in investments for education, science and technology. The initiative is part of the new version of the Growth Acceleration Program (PAC), announced in Rio de Janeiro, and expected to cover all levels of education.
The forecast is that these resources will be released even in the next presidential term. This means that MEC’s investment will be in two stages: the first, between this year and 2026, consists of investing R$ 36.7 billion; in the second installment, starting in 2026 — the last year of President Luiz Inácio Lula da Silva’s government —, R$ 8.3 billion will be transferred.
R$ 26.4 billion will be allocated to basic education, while R$ 3.9 billion will go to professional and technological education. In the case of higher education, R$ 4.5 billion are reserved, while for the area of innovation and technology, R$ 10.2 billion.
“We are going to build more kindergartens and full-time schools, invest in the literacy of our children and in the modernization of universities and federal institutes, also expanding scientific production”,
said the Minister of Education, Camilo Santana, at the PAC ceremony at the Theatro Municipal in Rio de Janeiro.
At the same time that the government announced the new investments, student marches in several cities called for more investment in education and protested against budget cuts in the MEC made by the federal government. The acts were promoted by the National Union of Students (UNE), the Brazilian Union of Secondary Students (Ubes) and the National Association of Graduate Students (ANPG).
“It was a reaffirmation of the union of efforts so that education is the pillar for the development of Brazil. Budget cuts and exclusionary teaching models are unacceptable,”
said UNE president Manuella Mirella.
The students also demonstrated against the New Secondary School — whose changes were announced, on Monday, by Camilo Santana. MEC’s proposal provides for an increase from 1,800 to 2,400 hours in the curricular base, that is, from 60% to 80% of the 3 thousand hours foreseen in the three years of study. In addition, the ministry suggests the option of teaching Spanish to students, who only had English as a foreign language in their curriculum.
