The government of President Luiz Inácio Lula da Silva (PT) announced this Monday (26) a program to use abandoned Union properties for housing and also for other public purposes, such as parks, school construction, among others.

According to Minister Esther Dweck, there was a change in “logic” in the disposal of the Union’s assets, in relation to the previous government.

While the Jair Bolsonaro (PL) administration chose to sell the properties, the current government considered that this measure contributed to devaluing the assets and therefore launched the program to give them a new destination.

The minister gave an interview to journalists, at Palácio do Planalto, to detail the so-called Union Property Democratization Program. She was alongside President Lula and ministers Paulo Pimenta (Secom) and Rui Costa (Casa Civil).

The program, called Imóvel da Gente, foresees four different fronts. One of them is to allocate properties to fulfill the housing function.

The use of properties for land regularization and urbanization, for public policies and strategic programs, and for multiple-use projects in large areas is also planned.

The policies will be aimed at families in vulnerable situations, civil society movements and organizations, federal bodies, state governments and city halls and also the private sector.

According to the Ministry of Management and Innovation in Public Services, there are more than 500 properties being studied for possible destination, in around 200 municipalities.

Last year, still during the program’s pilot actions, the ministry claims to have carried out more than 200 allocations of public buildings.

“Among the main deliveries last year, the following stand out: the transfer of areas in Belém, to support the COP 30 Conference; land regularizations in the São Bento do Tocantins area, which benefited more than 1000 families; and in ten neighborhoods of Recife, with around 25 thousand families benefiting”, the ministry said in a note.
