What is your opinion on the tax reform approved in Congress?

Last Friday (15), the Chamber of Deputies approved the final text of the proposed amendment to the Constitution (PEC) for tax reform. As the topic had already been approved in the Senate in November, the measure should be enacted by the Chamber this week.

With a major change in the current model of taxation on the consumption of goods and services, the PEC of tax reform eliminates some taxes to simplify their collection, but creates others. Each tax will have a different transition period, with the full validity of the new model for taxpayers and consumers reached in 2033.

Pressure from representatives of different sectors generated a list of exceptions, which should cause the standard rate of the Contribution on Goods and Services (CBS) and the Tax on Goods and Services (IBS) to increase, affecting sectors that were not on the list of beneficiaries. According to the Minister of Finance, Fernando Haddad, combined, the reference rates of the two taxes should reach 27.5%, which would place the so-called Brazilian Value Added Tax (VAT) as the highest in the world.
