Tax reform: Lira says it does not guarantee approval – 05/06/2023 – Market

The president of the Chamber of Deputies, Arthur Lira (PP-AL), said this Monday (5) that he intends to vote on the tax reform in the plenary of the House in the first half of the year, but indicated that he cannot make a commitment to the approval of the matter. .

“What I want is to guide. I cannot assume a commitment and the responsibility of approving [a reforma tributária]”, he said in an interview with CNN Brazil.

Lira also stated that he asked President Lula (PT) in an earlier conversation for “all the government’s help” and said that the Executive “needs to mobilize”.

“Because important measures to facilitate the raising of votes in the plenary depend on economic measures by the Ministry of Finance, they depend on political measures from the government, from articulation between the government and federative entities and also with the private sector. My commitment is to foster debate , expand the debate, provide the conditions for it to happen and put the matter on the agenda,” he said.

Lira also said that after the approval of the new fiscal framework in the House, on the last 23rd, the government needs to focus on the reform and that he asked for the government’s involvement in the negotiations.

“We agreed that it has to go to the plenary of the Chamber still this semester, before the recess. Therefore, the government needs to do, together with its leaders, with whom it works in articulation, a process of regimentation of a base that proves to be crystal clear”, he said.

The parliamentarian also reported that his earlier conversation with the PT candidate was “institutional”. “Dealing with macro problems, important projects, decisions that need to be taken so that the government has the necessary tranquility to have a solid, consolidated basis for voting, for example, on tax reform,” he said.

“It is as clear in the president’s head as it is in mine and [na dos] deputies that tax reform is absolutely essential for the country, to provide legal security, to attract investment.”

The working group of the Chamber that discusses the reform should present, discuss and vote on the report by Deputy Aguinaldo Ribeiro (PP-PB) this Tuesday (6).

The text will bring the reform guidelines, providing for the replacement of five taxes on consumption by two new ones, one federal and the other for states and municipalities, within the system called Dual IVA (two taxes on added value).

The new wording of the proposal will be presented in June, after discussions with the government, parliamentarians and economic sectors.
