SP starts talks with tax reform secretary – 01/19/2023 – Panel SA

The new Secretary of Finance and Planning of the Government of the State of São Paulo, Samuel Kinoshita, receives the special secretary of the Ministry of Finance for tax reform, Bernard Appy, this Friday (20).

The meeting takes place while the Ministry of Finance is starting political articulations to try to advance the reform in the first half. Appy, who this week met with federal deputy Baleia Rossi (MDB-SP), author of PEC (proposed amendment to the Constitution) 45, should defend the measure. He was one of the technical formulators of the proposal by the CCiF (Centro de Cidadania Fiscal).

It unifies taxes on consumption, such as PIS/Cofins and IPI (Tax on Industrialized Products), and has Minister Fernando Haddad’s preference in the discussions.

Kinoshita has taken a stand by saying that he intends to “take back São Paulo’s leading role in the discussion of tax reform”, as he said in his inauguration speech.

Before the dialogue, the new finance secretary from São Paulo asked his team to carry out studies on the impacts of the main reform proposals being discussed in the National Congress.

The former secretary, Felipe Salto, stated that the first step would have to be the migration of the ICMS to the destination. He said that São Paulo would be willing to give up some collection. According to him, there would be a loss in this migration, but that could be recovered within the horizon of a year because there would be a stimulus to economic activity.
