Senate rapporteur accepted 255 of the 802 amendments to the tax reform text

Reform was approved by the Constitution and Justice Committee (CCJ) of the Senate and will be analyzed in the House plenary this Wednesday. Among the approved amendments, proposals such as the creation of a ceiling for tax rates stand out, aiming to limit the impact on the prices of goods and services. The tax reform approved this Tuesday (7), by the Constitution and Justice Committee (CCJ) of the Senate, had less than a third of the amendments presented accepted by the rapporteur, Eduardo Braga (MDB-AM). In total, 255 (31.80%) of the 802 proposed amendments presented to the base text of PEC 45/2019 were accepted. The proposal was approved by 20 votes to 6. The proposal will be voted on by the Senate plenary on Wednesday (8). The first amendment was presented on the first day it began to be processed in the Senate, August 8th. On the last day, 34 amendments were presented, only 8 were approved. Among the amendments accepted is, for example, the proposal by senator Efraim Filho (União-PB), which creates a ceiling for the tax rate. The objective is that together, the Tax on Goods and Services (IBS) and the Contribution on Goods and Services (CBS) do not exceed 25%. “Our intention is to ensure that the population is assured that they will not be afflicted with an excessive tax rate, impacting the price of the goods and services they consume”, stated Efraim. “If the State wants more resources to implement public policies, we hope that it will do its homework and expand its investment capacity by reducing unnecessary expenses and waste of public funds. In other words, we call for more efficiency”, concluded the senator. Senate committee discusses tax reform Another proposal accepted, suggested by senator Laércio Oliveira (PP-SE), reduces the tax rate for all types of public passenger transport. On the other hand, among those rejected are proposals such as that of Senator Jorge Kajuru (PSB-GO), which excluded private pensions administered by non-profit institutions from the concept of financial services. The proposal by senator Izalci Lucas (PSDB-DF), which intended to reduce the transition period from 50 to 30 years, was also rejected. A proposal to exempt the market for ornamental flowers and plants was presented five times and was rejected each time by the rapporteur. Amendments by party Among the political parties, the PSD, the party of the president of the Senate, was the one that had the most amendments accepted by the rapporteur. In total there were 48. Next comes the PL, party of former president Jair Bolsonaro, with the most proposals accepted, 35. The PT was the party that had the most amendments accepted among all those it presented. In total, President Lula’s party filed 44 proposals and had 23 (52%) endorsed by the rapporteur. The party was the one that presented the most suggestions to the original text, there were 129. Next comes the PL, with 114. Proportionally, the party with the most rejected amendments was Podemos. In total, 77% of the proposals filed were rejected, totaling 53. Only 16 were approved. Amendments by senators Among the 56 parliamentarians who proposed some adjustment to the rapporteur Eduardo Braga’s text, senator Efraim Filho was the one who had the most proposals accepted, 23. Next comes senator Mecias de Jesus (Republicanos-RR), with 20. Among the rejections, senator Laércio Oliveira (PP-SE) led, with 38 (78%) of the 49 amendments presented rejected. Mecias de Jesus appears in second, with 36. Four senators had all proposed amendments rejected by Braga. Together, they filed 12 amendments.
