This is what Federal Revenue data obtained by GloboNews shows. Paraná, Mato Grosso do Sul and São Paulo account for the largest number of confiscated goods. Together, the states represent 84% of the material seized in the country between 2019 and October 2023 (see below). In almost five years, seizures in Brazil soared from 23 thousand units in 2019 to more than 1.1 million in 2023. In estimated value of goods collected, the jump was from R$1.9 million to R$53.4 million (see below). It is worth remembering that, since 2009, the country has banned the sale, import and advertising of electronic smoking devices. There were, in total, 1.4 million units collected between 2019 and October 2023. Next are Mato Grosso do Sul, with 603 thousand, and São Paulo, with 324 thousand. At the other end, Piauí is the state with the fewest seizures: there were only 19 in the same period, followed by Acre (87) and Paraíba (134). See the art below. Anvisa opens public consultation As part of a regulatory review process, the National Health Surveillance Agency (Anvisa) opened a public consultation this Tuesday (12) to debate the release of so-called Electronic Smoking Devices (DEFs). The form will be available for 60 days for people interested in contributing to the proposed regulation. Increase in demand For the president of the National Forum against Piracy and Illegality (FNCP), Edson Vismona, seizures have become significant precisely because of the increase in demand for electronic cigarettes. Currently, Brazil has 2.2 million users of these devices. “The ban by Anvisa created a monopoly on crime and smuggling. This is the scenario that has been created”, criticizes the expert. Health risks The president of the Brazilian Society of Pulmonology, Margareth Dalcolmo, classifies as a “fallacy” the statement that that electronic cigarettes work to reduce harm for those who smoke regular cigarettes. “Not even we, scientists, know how many and what substances make up these devices”, says Dalcomo, reinforcing the health risks. “What is known is that there are very high levels of nicotine, which is the chemical responsible for generating dependence. That is why I have insisted that we are generating new legions of addicts”, she concludes.
