Registration for the National Construction of Hip-Hop Culture 2023 call ends on December 11th

Manaus (AM) – Registration for the National Construction of Hip-Hop Culture 2023 award notice has entered the final stretch. Those interested in being part of the segment’s initiative, who have been operating for at least two years, can register until December 11th. There will be R$6 million, distributed across 325 prizes.

Between November and December, the Ministry of Culture holds Circula MinC – Cultura Viva Hip-Hop, which will promote a series of workshops, in person and virtual, in all states of the country. On December 8th, it will be the turn of the live question-answering session, at 5:30 pm (Manaus time), also broadcast. To conclude, the Ministry will hold a group to answer questions about the notice, on December 11th.

According to the director of Promotion of Cultural Diversity at MinC, Karina Gama, the workshops play a crucial role in clarifying the notice, offering practical guidance, doubts and seeking to make the registration process more accessible. “This not only increases participation, but also strengthens the quality of the proposals, ensuring that Hip-Hop culture is integrated into the National Living Culture Policy, an important gateway to promoting cultural actions that are community-based”, she explains.

“We work with the perspective that the initiatives selected through this award notice become Points of Culture, so that this public selection will contribute to the consolidation of the Cultura Viva Policy as a transversal policy of cultural diversity in the MinC System and the System National Culture, in interface with other public policies”,

Initiatives

The Minister of Culture, Margareth Menezes, says that Hip-Hop cultural manifestations in Brazil are part of the lives of black youth. “Valuing these expressions is recognizing the contribution of decades, so well incorporated into our culture, of that group that meets every week to do rhyme battles, those who produce beats, those who get together to dance, that person who works with education in this segment. We want to show the world these and many other forms of expression that contribute directly and indirectly to sociocultural development in the country”, she explains.

According to the minister, the important thing is that young people see themselves as protagonists and know that the activity being developed in their community contributes not only to promoting Hip-Hop culture, but to its preservation and generation of opportunities.

Hip-Hop Culture’s award-winning cultural initiatives can be composition projects, arrangements, beat production, shows, videos, records, audiovisual files, websites, magazines, battles, cultural circles, cyphers, jams, shows, slam, beatbox , research, mapping, photographs, seminars, debate cycles, lectures, workshops, workshops and free courses, which can contribute to the socio-cultural development of the segment.

The amount allocated to the notice is six million reais, distributed across 325 prizes, with a gross individual value of: R$15 thousand for the Individuals category; R$ 20 thousand for the Groups/Collectives/Crews category; R$30,000 for the Private Non-Profit Institutions category.

Individuals dedicated to expressions of Hip-Hop culture, with recognition of the communities where they live and work, may participate in the award notice; Groups, collectives, crews (without CNPJ), collectives organized according to their traditions, but without registration as a legal entity of any nature, involved in actions to promote and disseminate Hip-Hop cultural expressions, represented by a leadership chosen from among the members of the Group; Private non-profit institutions (with CNPJ), collectives organized as legal entities under private law, national, non-profit with a cultural nature or purpose, involved and dedicated to actions to promote and disseminate the cultural expressions of Hip-Hop.

Participants will be able to register in only one category of the notice. The notice is valid for two years from the publication of the final result of the qualification stage and can be extended once, for the same period.

The notice has the support of the Ministry of Racial Equality (MIR) and the National Arts Foundation (Funarte).

Criteria

“The evaluation criteria were designed and discussed with the Hip-Hop movement, in order to reflect different regional realities and cultures in the country and strengthen this identity that is so present in the Ministry’s actions and, consequently, in the National Culture System”,

points out the MinC’s Secretary of Citizenship and Cultural Diversity, Márcia Rollemberg.

Assessment and selection take into account initiatives that contribute to the cultural dynamics of groups and communities in situations of socioeconomic fragility, especially to combat violence and mortality that affect black youth; The promotion of Hip-Hop culture through formal or informal cultural educational actions, with direct benefit to children, adolescents and young people, which provide experience and mutual learning; Actions to preserve the memory of Hip-Hop Culture; Priority or differentiated treatment of gender issues, the LGBTQIAP+ community, especially the inclusion of women as protagonists of the cultural initiative and participation in the historic and unprecedented coalition National Construction of Hip-Hop Culture.

Also initiatives that generate job and income opportunities for practitioners of Hip-Hop culture; The dissemination of Hip-Hop culture to increase the visibility of Hip-Hop cultural expressions and its practitioners; The strengthening of organizations or institutions representing people, groups or communities practicing Hip-Hop culture; The promotion of exchange with other artistic forms related to Hip-Hop culture, in particular Afro-Brazilian cultural expressions of African origin and terreiros, creating new associations, innovations beyond the five established elements.
