“Public machines need liposuction”, says president of the TCU

The president of the Federal Court of Auditors (TCU), Bruno Dantas, defended the administrative reform during the seminar “Building Consensus: Paths to Administrative Reform in Brazil”, which was attended by the president of the Chamber Arthur Lira (PP-AL ).
For Dantas, the Brazilian public sector needs “liposuction” and the best way is with the approval of the administrative reform in the National Congress. The proposal awaits analysis by deputies in the Plenary, after having been approved by the Constitution and Justice Committee and the special committee.
“The TCU does not have an opinion on what the best administrative reform is, but by informing the Legislative branch that 20% of our country’s primary expenditure is consumed by payroll, the court gives a warning that it is not possible to talk about balance tax without looking at the expense. Talking only about increasing revenue is shortsighted,” he said.
One of the points defended by Dantas is about the independence of public servants and the typical state career. “You need to know what characteristics are necessary to establish a typical State career. For this, we absolutely need to have a forum that identifies that those careers that have police and tax, customs and health inspection powers, do need to be classified as typical State careers”, he stated.
Dantas also argued that there are other careers that could “perfectly have a temporary employment contract, as they may, for example, not require stability in the position”. Such a measure, according to him, does not aim to “suppress rights” of employees who joined under the previous regime.
“But do we need all public servants to have stability, which today is confused with lifelong? You don’t see a public employee being fired due to insufficient productivity,” he declared.
