Ports Rio and Santos: Government reduces tariffs by up to 95% – 06/18/2023 – Market

The Minister of Ports and Airports, Márcio França, announced that the Lula government (PT) will reduce the loading and unloading tariffs at the ports of Rio de Janeiro and Santos (SP) to lower production costs.

Discounts will be up to 65% in Santos and 95.5% in Rio de Janeiro. The percentage will be defined based on the number of calls that the vessel will make, the score on the Ship Environmental Index and the type of product transported.

The announcement was made by França and Lula in a video published on Saturday (17) on social networks. “We, in six months, are making the reduction of tariffs in the ports of Rio de Janeiro and São Paulo, in Santos, which is very important to reduce inflation because the ports that were private increased taxes”, said the minister.

The president said that the case shows the importance of the State having “ascension” over some services and products.

“See what Márcio said: private ports have raised taxes and ports that are administered by the State have lowered taxes. Why is that? Because we want to lower the cost of production in this country. We want to make it easier for those who produce, those who plant, those who harvest, those who export, can earn a little more”, completed Lula.

The Ministry of Ports and Airports prepared a presentation to detail how the discounts for vessels will be stipulated. The text says that the purpose of the proposal is “to increase port efficiency, through modernization and innovation, making public terminals more competitive”.

The rules are different in the ports of Rio de Janeiro and Santos.

In Santos, discounts can reach up to 65%. The calculation will be based on the type of navigation and the frequency of use of the terminal by the vessel.

If the vessel makes long haul routes, the discount varies from 0% to 65%, with a scale defined based on the number of calls the vessel will make. For cabotage transport cases, the discount base will be 30% and the ceiling, 65%.

There will also be an additional discount depending on the ESI score (acronym in English for Ship Environmental Index). The percentage varies from 0% to 12% according to the vessel’s score.

At PortosRio, the port authority responsible for managing the public ports of Rio de Janeiro, Itaguaí, Niterói and Angra dos Reis, discounts can reach up to 95.5%.

In these ports, two criteria are considered to define the discount rate: the tonnage and the transported product.

In long haul operations, discounts are for solid bulk (52.2%), liquid bulk (44%), oil (61%), other fuels (40.2%) and for other purposes (69.6%) . The percentage also varies according to the deadweight tonnage of the vessel, with the maximum discount (95.5%) for ships with more than 80,001 tons.

Discounts vary slightly for cabotage or inland navigation.
