Porto Alegre ends 2022 with a surplus of BRL 516 million

Porto Alegre ended 2022 with a budget surplus of BRL 516 million (BRL 9.82 billion in revenue and BRL 9.31 billion in expenses), announced the Secretary of Finance, Rodrigo Fantinel, in a presentation of the annual balance sheet held this Tuesday. (24) at the Main Hall of the City Hall. According to the portfolio holder, the year ends with a historic record: a 41% increase in works and improvements in the municipality.

“That doesn’t mean that this amount is left in the city hall’s coffers, because much of that money that comes in is stamped. All contributions that the server makes to Previmpa, for example, are not available for the city hall to spend. It stays in the servers account to pay for retirement up front”, explained the secretary. “We are not here to generate a surplus, but to make spending happen and the city to improve”, he added.

The final score reached 654.2, 38% higher than the national average and 29% above the average for the Southern Region.

Among other achievements of the municipal administration, Fantinel also highlights the increase in investments in Education and Health, with, respectively, R$ 171 million (28.82% of the total) and R$ 91 million (17.6%) above the minimum constitutional. In addition, the secretary emphasizes the improvements to the servers: salary replacement 10.06% (frozen since 2016), anticipation of 50% of the 13th salary, increase of 25% in food stamps and payment of delayed progressions.

With regard to taxpayers, there was a reduction in the tax burden, the creation of tax incentives to generate income and employment, and facilitating the payment of debts. Therefore, it opted for the suspension of IPTU increases, extinction of the Permit Fee, reduction of Tax on Services (ISS) for more than 40 Activities and increase of taxes with prior public hearing.

In total, Porto Alegre invested BRL 460 million last year, an increase of 41.2% compared to 2021, which recorded BRL 326 million in contributions. In 2020, Capital Gaúcha had invested R$ 275 million. Fantinel points to the completion of the works to duplicate Avenida Tronco and the revitalization of the Historic Center as some of the most important benefits to the population.
