The government promises to send to Congress this week the project for the so-called new fiscal framework, which will have to be voted on by both Houses, starting with the House. The main points of the text were presented on Thursday (30th) by the Ministers of Finance, Fernando Haddad, and of Planning, Simone Tebet.
The measure, which in practice will replace the spending ceiling in force since 2016, provides for real growth in expenses, above inflation, limiting them to 70% of the increase in revenue. The new fiscal rule also creates a public investment floor.
On the day of the announcement, the first reactions were optimistic. But gaps still need to be detailed by the government — such as the source of up to R$ 150 billion in revenue.
