Nursing floor: Lula says he will pay 9 installments, with the 13th – 7/5/2023 – Market

President Lula (PT) said, this Wednesday (5), that the federal government will pay nine installments of the nursing floor, including the 13th, later this year.

“The companion Nísia [Trindade] made the decision, she will pay the floor and the arrears since May, plus the 13th so that we learn to value the human being in this country”, said the petista.

The statement was given during a speech at the closing ceremony of the 17th National Health Conference, which takes place in Brasilia.

Earlier, the minister had already anticipated the government’s determination.

The STF (Federal Supreme Court) defined that the nursing floor must be paid to the public sector by states and municipalities, with federal transfer.

The court also determined the payment to workers in the private sector, in cases where there is no collective agreement between the parties, according to the proclamation of the result of the judgment made by the rapporteur of a lawsuit on the subject, Luís Roberto Barroso, on Monday night. -Friday (3).

At various times, Nísia was applauded by the health representatives who were on site.

During his speech, he emphasized that the portfolio’s agenda is for inclusion and the development of the country.

“[O objetivo é] strengthen primary, specialized care, take doctors to where they are needed and take multidisciplinary teams”, he said.

Lula also took advantage of the ceremony to make an act of reparation to his minister, who has been facing pressure from the centrão for her position. The petista said that she will stay as long as he wants.

In September last year, the floor had been initially suspended by Barroso in a lawsuit filed by the CNS, which had questioned the law that established the national floor. At the time, he had understood that the immediate entry into force of the floor could have an impact on the provision of health services.

Lastly, President Lula’s government published a bill in May that releases R$ 7.3 billion to fund the national nursing base.

On April 18, the Chief Executive had signed the PLN (National Congress Bill) in a ceremony at the Planalto Palace, but the text was only now published — and therefore made official.

The measure opens special credit worth R$ 7.3 billion in favor of the Ministry of Health to guarantee payment to professionals in the sector.

In December of last year, Congress enacted the PEC (Proposal for Amendment to the Constitution) which established the minimum amount of BRL 4,750 for nurses, BRL 3,325 for nursing technicians and BRL 2,375 for nursing assistants and midwives.
