President Luiz Inácio Lula da Silva (PT) launched this Friday (11) the New PAC (Growth Acceleration Program), which foresees total investments of R$ 1.7 trillion, of which R$ 1.4 trillion until the end of Lula’s mandate and another R$ 300 billion after 2026. The value considers resources from the Union Budget, money from state-owned companies and private resources.
The works are distributed along nine investment axes: digital inclusion and connectivity, health, education, social and inclusive infrastructure, sustainable and resilient cities, water for all, efficient and sustainable transport, transition and energy security, and defense.
There are projects planned in the country’s 27 federative units, although not all states have investments in the nine axes. In addition to the projects of each ministry, each governor can indicate up to three projects to be included in the New PAC. São Paulo, for example, was contemplated with large-scale projects, such as the tunnel that will link Santos and Guarujá, a decades-old historic project that never got off the ground, and a train between the capital of São Paulo and Campinas.

Petrobras’ investments created a slight distortion in the distribution of PAC resources by state. That is why states with oil production fields and Petrobras units are expected to have larger resources, even if in some cases they are less populous than others.
The state that will receive the most investments from the PAC, for example, is Rio de Janeiro. These resources will be used in 16 new platforms for the development and production of oil and natural gas, 11 interconnected gas pipelines, an outflow gas pipeline and with investments in the Duque de Caxias refinery.
