The government of President Luiz Inácio Lula da Silva (PT) published on Friday night (16) four ordinances with the new rules for the Minha Casa, Minha Vida housing program.

In this first stage, up to 130,000 homes in urban areas may be contracted. The acts also stipulate that the value of these properties, which can be houses or apartments, will vary from R$ 130,000 to R$ 170,000.

The ordinances also present conditions for the housing units, which must have balconies —as President Lula had promised—, air-conditioning points and space for libraries.

The ordinances with the rules of the program were published in an extra-edition of the Official Gazette.

The acts predict that up to 130,000 housing units will be contracted in urban areas, whose projects must be presented by December 28 of this year.

The Lula government’s goal is for 2 million new units to be contracted for the low-income population by the end of the president’s term, in December 2026.

The maximum limit of BRL 170,000 for properties in urban areas represents an increase, considering that the previous ceiling was BRL 96,000.

Families will pay installments proportional to income per month, with a minimum amount of R$ 80 and for a period of 5 years.

According to one of the ordinances, which established the standards for the units, the minimum area for housing units will be 40 m² for houses and 41.50 m² for apartments, which must have balconies. It will also be necessary to include a point for the installation of air conditioning in both rooms and the installation of shutters in the rooms must be foreseen.

There should also be provision for bicycle racks in the developments, as well as space for libraries.

The publication of the ordinance had been informed by the Minister of Cities, Jader Filho, during an event in Rio de Janeiro.

“With that, mayors, businessmen and Cohabs [companhias de habitação popular] can now start registering their projects so that we can start making new hires for Minha Casa, Minha Vida”, he said.
