New INSS payroll ceiling divides trade unionists – 03/28/2023 – Panel SA

The increase from 1.70% to 1.97% in the payroll interest ceiling approved by the CNPS (National Social Security Council) this Tuesday (28) divided the union members, who had been following the case with joint criticism of the banks.

The representatives of the CUT centrals, Força Sindical and UGT in the council voted in favor of the change, but the CSB (Central dos Sindicatos Brasileiros), which has an alternate in the council, was against the revision.

Antonio Neto, president of the CSB, criticized the alternative found by the Lula government. The previous movement, which dropped the ceiling from 2.40% to 1.70%, had caused a serial suspension of payroll loans in banks that operate with the product.

“Against the interests of the working class, the government submitted to the whims and interests of a cartel of banks with the participation of Caixa and BB”, wrote the unionist on a social network.

According to Neto, “the government’s message is terrible in times of confrontation with the exorbitant interest rates practiced by the Central Bank”.

There were 11 favorable votes from members of the government, retirees and workers, three abstentions (from employers, represented by organizations formed by banks), and one vote against from Sindnapi (National Union of Retirees, Pensioners and the Elderly), which defended the ceiling in 1 ,90%.

For João Carlos Gonçalves, Juruna, secretary general of Força Sindical, the new rate was “a possible gain”. Ricardo Patah, president of UGT, said in a social network that the rate voted this Tuesday still has great weight for workers.

The CUT, linked to President Lula, said that the President’s proposal puts “an end to the bank boycott”.
